According to the Submission of the City People's Committee Party Committee, the Hai Phong Free Trade Zone is proposed to have an area of about 6,292 hectares, expected to be located in the Southern Coastal Economic Zone of Hai Phong and the Dinh Vu - Cat Hai Economic Zone, with the nature of a comprehensive Free Trade Zone, distributed in 3 locations not adjacent to functional areas including production areas; port and logistics areas - port; commercial - service areas and other types of functional areas according to the provisions of law.
Accordingly, location 1 is proposed to be within the South Hai Phong Coastal Economic Zone in Chan Hung and Hung Thang communes, with an area of about 2,923 hectares. Location 2 is within the scope of Dinh Vu - Cat Hai Economic Zone, including Nam Dinh Vu Industrial Park (Area 2) and Nam Dinh Vu Non-Tax Area and Industrial Park (Area 1), with an area of about 1,077 hectares. Location 3 is located within Dinh Vu - Cat Hai Economic Zone on Cat Hai Island, Cat Hai Special Zone, with an area of about 2,292 hectares.
Regarding the roadmap, Hai Phong Free Trade Zone will be implemented in stages. Phase 1 (2025-2030) completes the legal framework, infrastructure and pilot. In particular, in 2025, the establishment of the Hai Phong Free Trade Zone will be implemented; immediately apply a number of pilot mechanisms and policies for areas in the Dinh Vu - Cat Hai Economic Zone.

In 2028 - 2030, promote all pilot mechanisms and policies in the Hai Phong Free Trade Zone for areas in the Dinh Vu - Cat Hai Economic Zone; basically complete technical infrastructure and thoroughly implement all pilot mechanisms and policies in the Free Trade Zone for areas in the Southern Coastal Economic Zone.
Phase 2 (2030-2035), continues to promote the effectiveness, synchronization of pilot mechanisms and policies and comprehensive completion of infrastructure of Hai Phong Free Trade Zone.

On December 4, 2024, the Prime Minister issued Decision No. 1511/QD-TTg on the establishment of the Southern Coastal Economic Zone of Hai Phong with a scale of about 20,000 hectares and a current population of about 125,000 people. The coastal area of Southern Hai Phong is expected to develop with about more than 3,000 hectares of seaports with a length of 12 km, more than 4,000 hectares of industrial land, 1,800 hectares of urban land and a Free Trade Zone.
