On the occasion of the 80th anniversary of the August Revolution and National Day on September 2 (1945-2025), along with the policy of giving gifts to people with revolutionary contributions, the Party and State have decided to give gifts to all citizens as a way of gratitude and sharing the joy on the big holiday.
According to Decision No. 689/QD-CTN of the President, the gift level for meritorious people is VND 500,000/person.
For all citizens, on the basis of Resolution No. 263/NQ-CP dated August 29, 2025 of the Government, the Ministry of Finance has coordinated with the Ministry of Public Security to issue documents guiding the People's Committees of provinces and centrally run cities to organize implementation.
The subjects receiving gifts are specified in Clause 1, Article 1 of Resolution 263/NQ-CP, including Vietnamese citizens and people of Vietnamese origin who have not yet determined their nationality but have been granted an ID certificate, residing in Vietnam, and have a personal identification number in the National Population Database at the end of August 30, 2025. The gift level is set at 100,000 VND/person, in cash.
The gift giving is done by household. The homeowner or family member legally authorized by the homeowner will receive and forward it to the members on behalf of the homeowner. In cases where citizens do not have a permanent residence registration, the gift will be given directly to each individual or authorized person.
Citizens can receive gifts in one of two forms. First, transfer money to a social security account integrated on the VNeID Electronic Identification Application. Second, receive cash directly at payment points organized by the locality in case of not integrating an account on VNeID. The People's Committee of the commune decides on the location of the gift giving, prioritizing a convenient location for citizens. People come to receive gifts at their permanent or temporary residence or current residence, present their citizen identification card or legal documents. In case of receiving a replacement, there must be a valid authorization certificate or a birth certificate if receiving a minor's replacement.
The gift receipt period starts from August 30, 2025 and must be completed before September 2, 2025. In objective cases, citizens can still receive gifts after this deadline, but no later than September 15, 2025.
The funding source for implementation is arranged in the central budget expenditure estimate for 2025. The Ministry of Finance has transferred enough funds to localities to implement, ensuring that giving gifts to citizens takes place smoothly and in accordance with regulations.
