The entire Quang Ngai Tax sector has collected VND18,822.9 billion, reaching 84.3% of the central budget estimate and 78.3% of the provincial budget estimate. With the current collection progress, the Tax authority estimates that the province will lose about 1,100 billion VND compared to the assigned target.
In that situation, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam led a working delegation to work with large enterprises in the area to remove difficulties, promote production and business and increase revenue for local budgets.

In particular, Binh Son Refining and Petrochemical Joint Stock Company (BSR) - the unit operating Dung Quat Oil Refinery continues to be the main enterprise contributing to the provincial budget revenue. According to BSR's report, in 2025, the output of Dung Quat Oil Refinery's products will increase sharply, with total revenue for the whole year estimated at more than 140,000 billion VND.
In 2025, BSR plans to pay the state budget of VND 10,164 billion, and is expected to pay the state budget of more than VND 9,527 billion by December 31, 2025, about VND 636 billion lower than the plan, the reason being that oil prices on the market are lower than the estimated oil prices collected for the budget.
BSR said that although it paid the provincial budget lower than expected, the company will pay import-export tax to the central budget about VND 2,000 billion higher than the estimate. Thus, for the whole year of 2025, BSR still completes the plan to pay the state budget according to the assigned estimate.
BSR forecasts that from now until the end of the year, there will be disadvantages in the weather, affecting production and business. However, BSR is committed to making efforts to overcome difficulties and complete the set production and business plan for 2025.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam emphasized that Quang Ngai province always accompanies BSR to overcome difficulties, creating the most favorable conditions for the company to implement its production and business development strategy.
Over the years, BSR has always been a pioneer in production and business, maintaining its position as a large enterprise of the province and the country. Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam hopes that in the remaining time of 2025, BSR will overcome weather disadvantages, boost production and business, and ensure the implementation of the set goals.
Speaking at the meeting, BSR Deputy General Director Le Manh Hung affirmed: BSR always fully fulfills its tax and budget obligations in accordance with the provisions of law. BSR's budget revenue has decreased compared to the estimate due to objective factors from oil price fluctuations and tax policy changes. Mr. Le Manh Hung emphasized that with a sense of responsibility and high determination in operations as well as production and business activities, BSR will make every effort to work with Quang Ngai province to highest the budget collection task in 2025.
