Complicated tax debt situation
On September 11, speaking with a reporter from Lao Dong Newspaper, Deputy Head of the Quang Tri Provincial Tax Department Vu Quoc Dung said that along with good revenue management, the Tax sector is focusing on implementing many solutions to recover outstanding tax debts.
As of August 31, 2025, the total tax debt of the whole province was VND 2,226.82 billion, down 15.5% compared to December 31, 2024. Of which, the old Quang Binh area accounts for 1,888.75 billion VND, the remaining old Quang Tri area is 338.07 billion VND. The debt to be able to collect reached VND 2,084.86 billion (down 17% compared to the end of 2024), while the debt to be difficult to collect was VND 119.74 billion (up 12.8%).
According to Quang Tri Provincial Tax Department, tax arrears are still complicated due to many reasons. First of all, many businesses face difficulties in production and business, leading to limited payment capacity.
Typically: Cosevco I Construction Materials Manufacturing Joint Stock Company owes VND 85.3 billion; Quang Binh Ship Industry Company Limited owes VND 41.7 billion; Hung Phat Production - Trading Company Limited owes VND 32.3 billion.
In addition, many businesses invest in mineral exploitation and resorts are slow to implement projects, leading to large debts for land rent, exploitation rights and payment delays.
Of which, Linh Thanh High-Quality Stone powder Exploitation and Production Joint Stock Company owes 175.8 billion VND; Saigon - Quang Binh Tourism Joint Stock Company owes 38.1 billion VND; Hanoi - Quang Binh Tourism Joint Stock Company owes 25.6 billion VND.
Many real estate and commercial housing projects still owe large land use fees, increasing outstanding tax debts.
Some projects collecting one-time land rent for the entire lease term from 2022 also caused a sudden increase in tax debt, such as FLC Group Joint Stock Company with 225.8 billion VND.
"The knowledge of tax law compliance of some enterprises is still low, there is still a situation of delay. In addition, the coordination of all levels and sectors in tax debt collection and enforcement is not really effective" - Mr. Vu Quoc Dung emphasized.
Resolutely take measures to recover
To handle tax debts, the Provincial Tax Department has applied many synchronous measures. In particular, the industry regularly propagates and guides tax laws and policies; publicizes the list of enterprises with large tax debts and sluggish melon lines on mass media.
Quang Tri Provincial Tax Department also coordinates with local People's Committees and relevant departments and branches to strengthen tax debt collection, especially in the field of mineral exploitation and land lease. Every month, debt collection targets are specifically assigned to each leader and civil servant, in order to promptly recover debt to the budget.
At the same time, the Tax sector is determined to apply enforcement measures according to the provisions of the Law on Tax Administration, from deduction at source for basic construction units using budget capital, to debt collection through tax refunds, or coordination with the Department of Agriculture and Environment, the Department of Finance to bind tax obligations when granting, extending mineral exploitation, leasing land, or issuing investment certificates.
Mr. Dung affirmed: We will continue to improve the Steering Committee against budget losses, deploy working groups to work directly at enterprises with large debts, and urge final recovery. The viewpoint is to handle it strictly, publicly and transparently, ensuring budget discipline".
The provincial Tax Department also emphasized that for the management and recovery of outstanding debts to be effective, there needs to be synchronous coordination of the entire political system. In particular, the work of propagating and mobilizing taxpayers to raise awareness and voluntarily fulfill their obligations to the State is the top important factor.
