Proposal to review members' abilities
On May 27, Son Hai Group said that it had sent a document to the People's Committee of Binh Phuoc province reflecting a number of issues arising in the process of selecting contractors for a transport infrastructure construction package in the area.

In the petition, Son Hai Group clearly stated a number of points that were not agreed between the requirements for bidding documents and the method of evaluating bidding documents.
The group representative said that they have provided complete information, documents and technical documents in accordance with regulations, while affirming their construction capacity, practical experience as well as technical and financial commitments in the bidding documents.
In the spirit of cooperation and compliance with the law, Son Hai Group recommended that the People's Committee of Binh Phuoc province inspect and review the capacity of members in the E-HSDT assessment team.
The Group proposed to establish an independent interdisciplinary expert team with the investor and the bidding party to re-score the above-mentioned bidding package to ensure the goal of the bidding process is competition, fairness, transparency and economic efficiency.
The Group representative also said that it will continue to send reports to competent authorities to ensure transparency, efficiency and savings for the state budget in public investment activities.
Not meeting the criteria
A noteworthy point is that Son Hai Group discovered that Mr. Vu Ngoc Tru - Head of the Bidding Expert Team, had expired his bidding practice certificate since October 2023.
According to the group, after checking the information of members of the expert team on the system page https://chunguthau.mof.gov.vn/danh-sach-ca-nhan-duoc-cap-chung-chi-hanh-nghe?page=1, Mr. Vu Ngoc Tru - Head of the expert team - has a bidding practice certificate No. C01.10.6586 - C that expired on October 18, 2023.
Thus, the leader of the expert group did not meet the provisions of the bidding law. The investor is using the E-HSDT assessment consultancy unit that does not meet the provisions of the law to evaluate E-HSDT is contrary to the regulations, it is necessary to reconsider the accuracy and rationality of E-HSDT evaluation results in the evaluation reports of the expert group.
As reported by Lao Dong Newspaper, Son Hai Group has responded to the results of the selection of contractors for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Package, the section passing through Binh Phuoc province.
In the bid opening minutes, this package has 5 participating contractors and they are all big names in the transport infrastructure industry.
Of which, 4 contractors were hit by the lack of progress: Cienco4 Group Joint Stock Company and Son Hai Group Company Limited attended as independent entities; consortium contractors including Binh Phuoc Expressway Joint Venture (Dai Phong Infrastructure Construction Joint Stock Company - Vinaconex - Lu Gia Electromechanical Joint Stock Company) and Expressway Joint Venture IB250005761 (Hai Dang - Deo Ca - Thuan Ha Joint Stock Company). All 4 contractors were thualized with the same reason being that they did not achieve the technical assessment results.
The winning bidder was the consortium of contractors HCM-TDM-CT (Truong Son Construction Corporation and NTV Thanh Phat Construction and Trading Services Company Limited).
