Pioneering region entering new era
On the morning of January 14, in Hanoi, Prime Minister Pham Minh Chinh chaired the 5th Conference of the Red River Delta Coordination Council and announced the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065.
Reporting at the conference, Minister of Planning and Investment Nguyen Chi Dung, representative of the standing agency of the Red River Delta Coordination Council, said that in 2024, the economic growth rate of the Red River Delta region will reach about 7.9%, higher than the national average.
Of which, 4 localities have grown by double digits and are in the top 10 of the country; total budget revenue; export turnover, investment attraction... continue to lead the country. Therefore, the Red River Delta is identified as the driving force, orienting, leading the economic growth of the whole country and "is one of the pioneering regions entering the new era".
Regarding the progress of some important projects and regional connectivity, Minister Nguyen Chi Dung said that with the spirit of developing infrastructure and paving the way for economic development, many key projects and works are being implemented, facilitating intra-regional and inter-regional connectivity.
Accordingly, the region has completed and put into use 2 projects in 2024: Ben Rung bridge project connecting Thuy Nguyen district, Hai Phong city and Quang Yen town, Quang Ninh province, 5 months ahead of schedule; coastal road project of Nam Dinh province.
Hanoi urban railway pilot project, Nhon - Hanoi Railway Station section: officially put into commercial operation the 8.5km elevated section from November 2024; start construction of tunnel boring machine No. 2 from January 2025.
Ring Road 4 Project - Hanoi Capital Region: 97.6% of the entire route has been cleared and handed over. The construction progress of the parallel road construction component projects is being accelerated. For component project 3 (PPP project), the design documents for the public investment sub-project have been completed; bidding documents for investor selection have been issued, striving to start construction in the second quarter of 2025.
Double-digit growth momentum
To achieve the set target of "striving for double-digit economic growth in 2025", based on the results of the implementation of tasks in 2024 and the expected action plan for 2025, at the conference, the Ministry of Planning and Investment proposed to the Prime Minister and Chairman of the Red River Delta Coordination Council to direct relevant ministries and localities to urgently complete the assigned tasks in the 2024 action plan of the Regional Coordination Council and the tasks in the Government's Action Program on schedule.
Emphasizing its position as the largest center of science, technology and innovation in the country, Minister Nguyen Chi Dung noted that the Red River Delta region needs to identify this as a growth driver in 2025 and the following years, and localities in the region urgently develop and issue plans to implement the Government's action program to implement Resolution 57-NQ/TW.
The Minister also suggested that Hanoi City should continue to coordinate with ministries and branches to implement the Law on the Capital to develop and issue documents guiding the implementation of the Law according to plan; focus on solutions to accelerate, break through, affirm the central role, the driving force leading the Red River Delta region, ready to enter a new era, an era of wealth and prosperity of the country.
