Within the framework of negotiating the Bilateral Agreement on counter- trade between Vietnam and the United States, as planned, the ministerial-level negotiation session between Minister of Industry and Trade Nguyen Hong Dien, Head of the Government negotiation Delegation and Chief Trade Representative of the United States Jamieson Greer, Head of the US negotiation Delegation took place on June 4, 2025 in Paris, French Republic.
The two Ministers spent time evaluating the implementation of the work agreed upon by both sides after the 2nd Technical Year negotiation Round. At the same time, they discussed the orientation for the next Technical negotiation Round.

On the Vietnamese side, Minister Nguyen Hong Dien announced the main points in Vietnam's feedback documents on the issues that the United States added. At the same time, affirming the determination and goodwill of Vietnam in the process of finding a voice and action with the United States.
On that basis, the Minister requested the Chief Trade Representative of the United States Jamieson Greer, Head of the United States negotiation delegation, to express his views on issues of concern to Vietnam.
Chief Trade Representative of the United States Jamieson Greer, Head of the US negotiation delegation, highly appreciated Vietnam's goodwill, approach and handling of the issue towards the proposals made by the United States. Mr. Jamieson Greer acknowledged the efforts and constructive spirit of the Vietnam negotiation Team.
He said that Vietnam is a Comprehensive Strategic partner of the United States. Therefore, reaching an agreement with Vietnam on countervailing tax policies at this time is not only important for Vietnam but also for the United States. He also responded quite positively to issues of concern to Vietnam, proposing a number of solutions to handle complex issues during the negotiations.
The two Ministers agreed to speed up the negotiation progress, especially focusing on maximum efforts to achieve the best results at the 3rd Technical negotiation Round.
The two Ministers also agreed to assign technical staff to increase exchanges through online working sessions according to groups of contents to best resolve existing technical problems. Thereby, creating the best momentum for the 3rd Technical negotiation Round expected to be held in the first half of June 2025.
The two Ministers pledged to continue to closely coordinate and be ready to conduct many ministerial-level exchanges to promote the negotiation process towards suitable results for both sides.
