The Ministry of Finance has just sent an official dispatch to the People's Committees of provinces and centrally run cities requesting strengthening the management of lottery companies and lottery supervision councils, to ensure transparency and prevent violations of the law during the lottery opening process.
Previously, Department 2 - Supreme People's Procuracy sent a document to the Ministry of Finance requesting the application of measures to prevent crimes and violations of the law related to lottery activities. According to the inspection agency, two recent incidents show that there were subjects breaking into lottery companies, affecting lucky money balls, and distorting lottery results to serve lottery and gambling activities.
"The reason for the above situation is that the supervision and periodic inspection of lottery machines and lottery machines by the lottery supervision board and lottery companies is not strict and in accordance with regulations. Management and protection work has not been guaranteed, leading to subjects taking advantage of loopholes to commit violations, breaking into lucky draw rooms to change the weight of the balls.
Coordination with functional agencies when detecting signs of law violations is still not strict; the work of handling and preventing violations is not timely, the document of the Supreme People's Procuracy clearly stated.
According to the Ministry of Finance, current regulations in Decree 30/200 of the Government and Circular 75 2013 of the Ministry of Finance have clearly stated requirements on ball conditions, procedures for managing and organizing lottery tournaments, as well as the role of the lottery supervision board. However, in reality, there are still loopholes in implementation.
Therefore, the Ministry of Finance recommends that the People's Committees of provinces and cities direct lottery companies to strengthen inspection, supervision, and implement multi-layered protection measures to ensure absolute safety for lottery assets, equipment, and reward activities. At the same time, the lottery supervision board needs to increase responsibility and strictly comply with legal procedures.
The Ministry of Finance also requires that when detecting signs of violations in the tournament opening process, units must immediately coordinate with the police and relevant agencies to verify and handle them promptly, avoiding similar violations in the future.

However, the fact that some subjects broke into and affected the lottery equipment, distorting the results has seriously affected security and order and people's trust.
From the reality of the recent incident, lawyer Bui Thi Mai recommended that management agencies continue to improve the monitoring mechanism. Currently, the Ministry of Finance has issued Decree 30/2007/ND-CP and Circular 75/2013/TT-BTC clearly stipulating the conditions for playing prize balls, the management, preservation, and storage process, and the responsibility of the lottery supervision board. Therefore, coordination between relevant agencies is very important in operation.
"In addition, lottery businesses need to strengthen inspection, supervision, and application of protective measures in many forms to ensure the safety of assets and equipment and carry out the lottery tournament opening process in accordance with regulations. When detecting unusual signs, it is necessary to coordinate and immediately report to the competent authority.
