Circular 12/2025/TT-BCA of the Ministry of Public Security regulates the testing and issuance of driving licenses; issuance and use of international driving licenses. The Circular takes effect from 1.3.
The Circular regulates the practical test for motorbikes (license to drive class A1, A) as follows:
For examiners
Receive a list and documents of candidates taking the exam, automatic scoring devices.
Check the identification, compare the citizen identification card or identification card or passport with the candidate and the name of the candidate declared in the driving practice test record in the photo.
The test taker monitors and supervises the candidates receiving the test vehicle. The test taker signed the driving practice test minutes in the contestant's photo.
After the candidate completes the test, the candidate is required to sign and clearly state their name in the driving practice test minutes in the photo.
Operate automatic scoring devices, call candidates, arrange testing vehicles for candidates, issue test warrants, monitor the testing process and through the device in the operating room directly record candidates' violations.
In case of assigning technical staff to the Operating Center, supervision must be as follows:
Suspend the test for violating one of the following violations: When the two wheels of the test vehicle come out to form the test; when the test vehicle falls during the test.

Monitor the testing process, do not let unted people enter the testing site and report to the Chairman of the testing council in case of technical errors in the automatic scoring device.
Monitor the technical status of testing vehicles to promptly detect cases that do not ensure technical safety conditions.
For those taking the test
Receive the assigned test vehicle and wear a helmet and wear a belt in accordance with the provisions of the Law on Road Traffic Order and Safety.
Candidates take the test as follows:
The order and steps to be implemented include:
Test No. 1: go through figure No. 8.
Candidates stop their vehicles in front of the starting line, waiting for the test taker's order.
When there is a start signal, drive to the gate in figure 8, turn right to go around figure 8.
Continue driving through half a figure 3 to exit 8.
Continue driving until test No. 2.
Test No. 2: crossing the straight line
Candidates drive through the test to cross the straight line and drive to test No. 3.

The requirements for candidates are as follows:
Follow the correct test procedure.

Faults of being deducted points or having their testing suspended
The errors that resulted in points being deducted include:
The wheels are pressed into the test-shaped boundary line, each time being deducted 5 points.
The wheels hit the test track's resistance line, each time being deducted 5 points.

The vehicle stalled, each time it was deducted 5 points.
The time to do the tests is more than 10 minutes, and every minute of more than 01 minute, 05 points are deducted.
The violations of the suspension of testing include:
Going in the wrong test procedure;
The two wheels of the test vehicle are examined outside the test;
Test vehicle dumped during testing;
Failure to complete the test.
Recognize the results:
Stage: 100 points;
Score: from 80 points or more.
The test taker scores, comments and signs confirmation and requires the candidate to sign confirmation on the driving practice test record in the printed image and the driving skills test results in the image in the contestant's test results summary record.
