For places where grassroots trade unions have been established, higher-level trade unions need to focus on guiding, supporting, and providing documents for grassroots trade unions to propagate and mobilize workers to join trade unions, striving to increase the ratio of union members to the total number of workers in enterprises.
In addition, the Provincial Federation of Labor arranges a team of full-time union officials in provincial-level unions and direct superior unions to provide technical support to lower-level unions in implementing the plan to develop union members and establish grassroots unions; establish a center for consulting and supporting workers, build a team of collaborators, volunteers and other appropriate forms to increase quality human resources for the development of union members and establish grassroots unions.
Trade unions at all levels focus on training on content, methods, and skills to develop union members and establish grassroots unions for union officials, collaborators, and volunteers at all levels of trade unions, focusing on training grassroots union officials and direct superior unions at the grassroots level; increasing investment in financial resources for union member development and establishment of grassroots trade unions, including specific financial solutions to ensure sufficient funding for union member development and establishment of grassroots trade unions.
In addition, there should be policies to foster, support and encourage union cadres, collaborators, and volunteers working in developing union members and establishing grassroots unions; there should be appropriate forms of rewards to promptly encourage collectives and individuals to actively carry out union member development work.
