Need to have specifics in recruiting full-time union officials
Voter Hoang Van Tuan (Trade Union of Industry and Trade of Quang Tri province) said that currently, full-time trade union officials are recruited as civil servants, leading to difficulties in attracting, training and fostering a team of trade union officials who have grown up from the grassroots and the workers' movement.
In the draft Law on Trade Unions (amended), Clause 5, Article 26 has added a provision on the mechanism for prioritizing the recruitment of full-time trade union officials who have grown up from the grassroots level and in the workers' movement. As a voter, Mr. Tuan proposed that the National Assembly consider and agree with the above content.
If the content of the draft Trade Union Law (amended) is unanimously approved, Mr. Tuan believes that it will remove obstacles in the policy of recruiting trade union officials, thereby creating a strong enough team of specialized trade union officials, which will certainly contribute to building an increasingly strong working class and trade union organization.
Also related to the draft Law on Trade Unions (amended), voter Ho Minh Sang (Quang Tri Provincial Labor Federation) said that the regulation to increase the initiative of the Trade Union organization in personnel work in Clause 3 and Clause 4, Article 26 is reasonable.
The amendment and supplement of the regulation on delegation of authority to the Vietnam General Confederation of Labor will proactively propose the number of union officials, civil servants and public employees in the entire system, creating uniformity in the payroll in the union system. Overcoming the situation where localities with similar geographical, economic and social conditions are assigned different payroll numbers.
Proposal to increase unemployment benefits
The draft revised Law on Employment brings many positive new points for employees, subjects supported to work abroad, subjects participating in unemployment insurance are expanded. However, the regulation on unemployment benefits in Clause 1, Article 95 of the draft revised Law on Employment is the same as Clause 1, Article 50 of the 2013 Law on Employment: 60% of the average monthly salary for unemployment insurance contributions of the 6 consecutive months before unemployment.
According to voter Le Nhat Tien (VTJ Toms Textile Company, Hai Lang District, Quang Tri Province), in order to create conditions to support workers to have a minimum living standard when they lose their jobs or become unemployed, the National Assembly is requested to consider increasing the unemployment benefit from 60% to 75% (equal to the maximum pension). The increase in benefit level is basically feasible, because the nature of the unemployment insurance fund is well balanced while the 1% support source from the State has not been implemented.
Also related to the draft Law on Employment (amended), voter Nguyen Thi Hien (Trade Union of Trading Company No. 1 - Doan Luyen, Dong Ha City, Quang Tri Province) said that at Point d, Clause 3, Article 87 of the draft Law on Employment, the provision that "unemployment insurance payment period of over 144 months will not be reserved to calculate unemployment benefits for the next time" is unreasonable.
According to voter Hien, if the above regulation is passed, it will lead to unemployment benefits when the threshold is reached. This will disrupt the labor market, affecting the production and business of enterprises when they lose long-term employees. Therefore, it is recommended that the National Assembly clarify the above regulation to ensure the rights of employees and enterprises.
Deputy Head of the Quang Tri Provincial National Assembly Delegation Hoang Duc Thang said that right after the meeting with voters at the Quang Tri Provincial Federation of Labor with union officials, workers and laborers, we received, discussed and explained a number of issues that voters were concerned about. The contents of voters' recommendations under the authority of the National Assembly, ministries and central branches will be studied and proposed for resolution by the Provincial National Assembly Delegation in the coming time.
