Ensuring the organization of the "new apparatus must be better than the old, saying goes hand in hand"
On September 26, on behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 195-KL/TW of the Politburo and the Secretariat on the situation and results of the operation of the political system and local government at both levels.
In this conclusion, the Politburo and the Secretariat requested Party committees at all levels to:
Successfully organize congresses of Party Committees directly under the Central Committee according to plan. Focus on propaganda before, during and after the congress.
Carefully study and continue to strictly implement the conclusions of the Politburo and the Secretariat on improving the effectiveness of the operation of the political system and the local government apparatus at both levels; promptly remove difficulties, overcome inadequacies, conflicts and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level; continue to promote administrative procedure reform, reduce unnecessary reports, documents and meetings; strengthen inspection, guidance, and professional and technical training; continue to review and streamline the internal apparatus;
Focus on urgently arranging and rearranging the team of commune-level cadres and civil servants, ensuring the organization of the apparatus operates smoothly, effectively and efficiently according to the motto "new must be better than old, speaking goes hand in hand, uniting to serve the people", not interrupting public service activities, not missing tasks...
Urgently implement the resolutions of the newly issued Politburo; continue to innovate research, study, and dissemination of the Party's resolutions; step up information and propaganda on policies, guidelines, orientations, and strategies for national development, mechanisms, policies, and achievements in socio-economics, and the effectiveness of local government at both levels, strengthen the fight against refuting false and hostile information on cyberspace; replicate good models, good and effective practices, create a spreading force, and social consensus.
Report on the arrangement of the apparatus of socio-political organizations
In Conclusion No. 195-KL/TW, the Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and Central organizations to lead and direct the urgent report to the Politburo and the Secretariat for decision in the first week of October 2025:
The arrangement of the apparatus of all socio-political organizations and mass associations assigned by the Party and State at the central and provincial levels and the establishment of corresponding and appropriate party organizations for each socio-political organization will be implemented.
Review and arrange press agencies under the Central Office of the Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State.
Complete the organizational and operational model of the Vietnam Cooperative Union and the Vietnam Federation of Commerce and Industry in the new situation.
