On behalf of the Secretariat, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 373-QD/TW of the Secretariat, stipulating the functions, tasks, and organization of the press and broadcasting apparatus of the provincial and municipal Party Committees (abbreviated as the provincial and municipal press and broadcasting and television agencies).
Accordingly, the press and broadcasting agencies of provinces and cities under the provincial and municipal Party Committees are the mouthpiece of the local Party Committee, government and people; at the same time, they are an information bridge between the Party, government and people, performing the function of information and propaganda through print newspapers, electronic newspapers, spoken newspapers, video newspapers, and information channels on cyberspace; are public service units, operating press activities according to Party regulations and State laws.
Regulation No. 373-QD/TW clearly states that the leaders of press, radio and television agencies include directors and no more than 4 deputy directors.
At point a, Clause 2, Article 3 on organizational structure stipulates that provincial and municipal press, radio and television agencies have no more than 6 department-level units (hereinafter referred to as departments); Hanoi City and Ho Chi Minh City have no more than 7 departments.
If necessary, the Standing Committee of the Provincial and Municipal Party Committees shall consider and decide to establish a number of additional departments and public service units under provincial and municipal newspapers and broadcasters on the basis of the proposal, task requirements and financial autonomy level of provincial and municipal newspapers and broadcasters; ensuring compliance with regulations.
The Standing Committees of the Provincial and Municipal Party Committees shall consider and decide on the specific names of the departments to suit the requirements and characteristics of the locality, following the orientation of the names of the departments as follows: Office; Secretariat - editing Department; News Department; Special Department; Technical - Technology Department; Service - Advertising Department.
Point c, Clause 2, Article 3 stipulates that there must be at least 5 people working to establish a new department. A room with less than 7 employees is arranged as a department head and 1 deputy department head; 7 to 20 employees are arranged as a department head and no more than 2 deputy department heads; 21 or more employees are arranged as department heads and no more than 3 deputy department heads.
The regulation also clearly states that in the process of arranging the apparatus according to the policies, conclusions and regulations of the Central Government, the number of deputy leaders of provincial and municipal newspapers, radio and television agencies and affiliated departments may be arranged more than the provisions in Clause 1 and Clause 2 of this Article but not exceeding the current number of deputy heads of agencies before the merger. The maximum after 5 years must comply with regulations.
The staffing of provincial and municipal newspapers, radio and television agencies is reviewed and decided by the Standing Committee of the Provincial and Municipal Party Committees based on the requirements, tasks, and financial autonomy levels, in accordance with the approved job position of the agency in the general staff assigned by competent authorities according to regulations.
In the process of arranging the apparatus according to the policies, conclusions and regulations of the Central Government, the number of staff of provincial and municipal press and broadcasting agencies is arranged not to exceed the number of staff of the existing agencies before the merger.
Based on the assigned tasks and financial autonomy, provincial and municipal press, radio and television agencies shall sign labor contracts and implement the cooperative regime according to regulations.
