On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 174-KL/TW dated July 4, 2025 of the Politburo and the Secretariat on a number of tasks to continue building the organization and operation of administrative units at both levels to ensure smoothness and efficiency.
In Conclusion No. 174-KL/TW, the Politburo and the Secretariat assigned the Central Organizing Committee to preside over:
(1) Develop regulations of the Secretariat on the functions, tasks, and organization of the apparatus of provincial press and television broadcasting agencies (to be completed before July 31, 2025).
(2) Develop regulations of the Secretariat on functions, tasks, and organizational structure of the political center of communes, wards, and special zones (to be completed before August 25, 2025).
(3) Receive opinions from the Politburo and the Secretariat, continue to review, supplement and update the contents and tasks on the arrangement of the apparatus, deploy the model of two-level administrative units to advise the Central Steering Committee to summarize Resolution 18 to issue a Plan to deploy tasks on continuing to improve the organization of the political system and prepare for party congresses at all levels.
(4) Coordinate with relevant agencies to advise and develop regulations of the Politburo on planning, decentralization of management, appointment, introduction of candidates, framework of standards for titles, criteria for evaluating cadres, list of cadres' titles... in accordance with the principle of "in, out, out", "up, down" in cadre work.
(5) Regarding and coordinating with central party committees and relevant agencies to review, amend and supplement Party regulations for synchronization and suitability.
(6) Review, guide, synthesize, complete job positions and determine the staffing for the 2026 - 2031 period of agencies in the political system at the central and local levels, and report to competent authorities.
