On August 24, at the conference of leaders of the Party, State, and Fatherland Front (VFF) of Vietnam to meet with representatives of all classes of people, delegate Giang Thi Dung - Member of the Central Committee of the Vietnam Fatherland Front, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Lao Cai province said that Lao Cai has 33 ethnic groups living together.
According to delegate Giang Thi Dung, throughout the historical journey of the nation, the ethnic minorities of Lao Cai province have always had a firm trust in the Party, followed Uncle Ho, stuck to the glue paint, and joined hands in the cause of building and defending the Fatherland. The people of Lao Cai ethnic groups always pay great gratitude to the Party, State and beloved Uncle Ho.
Many policies and investment policies for development for ethnic minority areas have received special attention from the Party and the State, such as 3 national target programs, notably the national target program for socio-economic development in ethnic minority areas, the program to eliminate temporary and dilapidated houses for households, which have made the appearance of rural areas and people's lives more diverse and warmer.
In the cause of innovation and integration, Lao Cai ethnic groups have been promoting the tradition of solidarity, diligence, creativity, and enthusiasm in participating in patriotic emulation movements, building new rural areas, maintaining security and order, and maintaining national sovereignty. Many economic development models suitable to the conditions of each locality have been implemented, contributing to reducing the rate of poor households, increasing income, and changing the appearance of villages. It can be said that today's achievements not only demonstrate the efforts of the people to rise up, but first of all, they are a vivid testament to the correct and timely guidelines and policies of the Party and the State.
I myself, a son of the H'Mong ethnic group, born and raised in my hometown of Bac Ha in Lao Cai province, currently Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, have matured in my work as today thanks to the superior and timely policies of the Party and State for ethnic minority areas. From a young age, I was studying at the ethnic boarding school of Bac Ha district, now Bac Ha commune. After completing secondary school, I continued to study at Lao Cai Province Boarding Ethnic Minority High School.
During my time studying at a boarding school, I not only learned culture, but also learned folk songs, folk dances, and musical instruments of ethnic groups, was instructed in traditional crafts such as brocade embroidery, weaving, and participated in many cultural, artistic, and sports activities, and was instructed in ethnic languages by students. Until today, after 30 years of working, although there were times when I rarely used my ethnic mother tongue, I can still hear my ethnic language. This is very convenient for me personally when working in ethnic minority areas, helping me listen to the opinions of the people, conveying to the people the policies of the Party and the State in my ethnic language - delegate Giang Thi Dung shared.

According to delegate Giang Thi Dung, the Party and State always have many policies to focus on training, fostering, planning, and using cadres, especially female cadres and ethnic minority cadres. Therefore, during the working process, the delegate always tries to strive, spend time improving knowledge for a goal of striving to complete tasks well, serve the people better...
As Chairman of the Provincial Fatherland Front Committee, I deeply recognize that the Fatherland Front is a place to gather the great national unity bloc, a bridge between the Party, the State and the people. Our responsibility is to regularly mobilize and encourage the spirit of self-reliance, self-strengthening, promoting internal resources, and at the same time, take full advantage of support resources to improve the material and spiritual life of the people. We understand that when material and spiritual life is improved, people's trust in the Party and the State will be even stronger, thereby creating great strength to successfully carry out all political tasks" - delegate Giang Thi Dung stated.
At the meeting, delegate Giang Thi Dung, on behalf of ethnic minorities in Lao Cai province, made a number of recommendations and proposals.
"After nearly 2 months of implementing local government at two levels, we have clearly seen the initial effectiveness. The apparatus is streamlined, operating effectively and efficiently, close to the people and the grassroots. The people agreed, supported and highly appreciated this policy. However, during the implementation process at the commune level, we suggest that the staff needs to be strengthened in training, fostering and supporting the two-level model to promote sustainable efficiency" - delegate Giang Thi Dung expressed her opinion.
Thanks to the good policies of the Party and State today, people's lives have been greatly improved compared to before, the appearance of rural areas has changed, recently the Party and State have issued many policies such as exempting tuition fees for students, investing in building ethnic boarding schools in border communes, investing in grassroots health care, basically completing the elimination of temporary houses for poor and near-poor households, and building many national key projects to promote the development of the country's economy. However, the poverty rate of ethnic minorities is still high, the standard of living is far different from favorable areas, the issue of labor, employment, and livelihoods in ethnic minority areas is still facing many difficulties... For that reason, delegate Giang Thi Dung suggested that the Party and State continue to allocate investment resources to this area, soon implementing the national target program for socio-economic development in ethnic minority areas for the period 2026-2030.
In addition, creating jobs for people is an urgent need. In the highlands, there are still few job opportunities and people's income is not stable. If there are more appropriate livelihood support and career development programs, people will have more motivation to escape poverty sustainably, gradually rising to become rich legitimately. This is also an important solution to maintain security, order, and social stability in border areas.
"With the trust of Lao Cai ethnic minorities in the leadership of the Party and the management of the State, it is always sustainable. We wish to unite wholeheartedly and resolutely work with the whole country to successfully achieve the goal of a rich people, a strong country, democracy, fairness, and civilization. With the tradition of solidarity, the spirit of overcoming difficulties, the openness and aspiration for development, the people of Lao Cai ethnic groups and the people of the whole country will enter a new era, an era of rising to develop richly and prosperously of the nation" - delegate Giang Thi Dung affirmed.
