On August 28, on behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front - signed and issued Project No. 02/DA-MTTW-UB on organizing the National Congress of the Vietnam Fatherland Front for the 2026 - 2031 term (Project).
According to the Project, the Congress of the Vietnam Fatherland Front (VFF) is an event of profound political and social significance, held immediately after implementing the policies, resolutions, directives, and conclusions of the Party Central Committee, Politburo, and Secretariat on streamlining the apparatus of the political system and local government at both levels; a special milestone, when the socio-political organizations and mass organizations assigned by the Party and State are merged and arranged under the Vietnam Fatherland Front.
Deploy and thoroughly implement Directive No. 48-CT/TW, dated June 24, 2025 of the Secretariat on leading the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026 - 2031 term and thoroughly implement the policies, directions and requirements of the Politburo, the Secretariat, the Party Central Committee on innovating the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations according to the new organizational model.
The National Congress of the Vietnam Fatherland Front for the 2026-2031 term aims to summarize and comprehensively evaluate the implementation of the Resolution of the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term; objectively and accurately assess the situation of all classes of people and the great national unity bloc. Point out the results achieved, limitations, causes and lessons learned.
Develop directions, goals, and action programs of the Vietnam Fatherland Front for the 2026-2031 term, ensuring close compliance with major policies and guidelines of the Party and State in the new period and the spirit of the Resolution of the 14th National Party Congress. Complete the organization and staff of the Vietnam Fatherland Front at all levels in the direction of streamlining, operating effectively and efficiently, in line with the Party and State's policy on reorganizing the local government apparatus according to the 2-level model.
Continue to thoroughly grasp and effectively implement the Party's guidelines and policies on mass mobilization work, raise awareness and responsibility of Party committees, authorities and people at all levels for the core political role of the Vietnam Fatherland Front in the cause of building the great national unity bloc. Building the Vietnam Fatherland Front to truly be an organization of political unions, voluntary unions of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social classes, ethnic groups, religions, and overseas Vietnamese.
According to the Project, the content of the congress includes: Discussing and approving the Political Report of the Central Committee of the Vietnam Fatherland Front and the Action Program of the Vietnam Fatherland Front for the 2026-2031 term, the review report of the Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front. Consider amending and supplementing the Charter of the Vietnam Fatherland Front.
The democratic candidate was elected to the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front for the 2026-2031 term.
Organize the launching of the patriotic emulation movement, call on the entire people to unite, promote the spirit of patriotism and civic responsibility, actively respond to the emulation movements to build and protect the Fatherland in the new situation.

The congress period is not more than 2 days, completed in May 2026; at the National Convention Center, Hanoi City.
Delegates attending the Congress must be exemplary in quality, capacity, prestige, intelligence, and enthusiasm; ensuring representation of all classes of people and administrative units after the reorganization.
The number of delegates attending the Congress for the 2026-2031 term is expected to be equivalent to the number of delegates attending the Congress for the 2024-2029 term (about 1,000 delegates).
