On June 27, 2025, the National Assembly officially passed the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy (Law No. 1997/2025/QH15, effective from July 1, 2025).
The amendment and supplementation of a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth and the Law on Grassroots Democracy (Law on 1/2025/QH15) ensure the leadership of the Party; fully institutionalize the Party's guiding viewpoints in the Political platform, documents of the Party Central Committee Conference, Conclusions of the Politburo, the Secretariat on continuing to reorganize the apparatus of the political system, especially the Project on reorganizing and consolidating socio-political organizations and mass organizations assigned by the Party and the State to the Vietnam Fatherland Front, which was approved in Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee.
Along with that, it is necessary to closely follow and fully specify the provisions of the 2013 Constitution (amended and supplemented in Resolution No. 203/2025/QH15) directly related to the Vietnam Fatherland Front, socio-political organizations and local government organizations; inherit current regulations that are still in accordance with reality, focus on amending and supplementing a number of necessary things associated with the requirements for restructuring the apparatus of the Vietnam Fatherland Front, ensuring the organization of the Vietnam Fatherland Front corresponding to the organization of administrative units and local governments at 2 levels including the provincial and commune levels, organized streamlined, efficient, effective, effective, unified, and smooth from the central to the grassroots level.
Accordingly, Law No.7/2025/QH15 focuses on amending and supplementing a number of articles of the 4 Laws directly related to the position, role, functions, rights and responsibilities, organizational structure and principles of organization and operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State; clearly demonstrating the relationship "under" the Vietnam Fatherland Front, the principles of democratic commercialism, coordination and unity of action chaired by the Vietnam Fatherland Front. The Law ensures consistency and synchronization with other laws related to the rights and responsibilities of the Vietnam Fatherland Front, socio-political organizations, and other member organizations of the Front.
On amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front
Article 1 of the Law has amended and supplemented 11/41 articles of the Law on the Vietnam Fatherland Front (including: Articles 1, 4, 5, 6, 16, 18, 20, 25, 26, 32, 33, and 33), fully and accurately specifying the provisions in Clause 1, Article 9 of the 2013 Constitution (amended and supplemented) on the position, functions, rights and responsibilities of the Vietnam Fatherland Front. Article 1 of the Law on the Vietnam Fatherland Front is amended and supplemented as follows: Inheriting the historical role of the Vietnam National United Front founded and led by the Communist Party of Vietnam and President Ho Chi Minh, the Vietnam Fatherland Front is an organization of political alliance, voluntary association of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes and classes of society, ethnic groups, religions, and overseas Vietnamese.
The Vietnam Fatherland Front is part of the political system of the Socialist Republic of Vietnam; the political basis of the people's government; gathering and promoting the strength of national solidarity; expressing the will, aspirations and promoting the mastery of the People; representing and protecting the legitimate and legal rights and interests of the People; implementing democracy, enhancing social consensus; monitoring and social criticism; reflecting the People's opinions and recommendations to state agencies; participating in Party and State building, and participating in people's foreign affairs activities to contribute to building and defending the Fatherland".
The amendment continues to affirm the principle of democratic commercialism, coordination and unification of actions as characteristic in the organization and operation of the Vietnam Fatherland Front, while emphasizing the central position and role of the Vietnam Fatherland Front Committee, the coordination and promotion of proactiveness and creativity of socio-political organizations and member organizations of the Vietnam Fatherland Front, Clause 3, Article 4 is amended and supplemented as follows: 3. Socio-political organizations, together with other member organizations of the Democratic Bar Association Front, coordinate and unify actions chaired by the Vietnam Fatherland Front, while promoting the proactiveness and creativity of each member organization.
When coordinating and unifying actions, member organizations of the Vietnam Fatherland Front shall comply with the Constitution, laws, the Charter of the Vietnam Fatherland Front and the charter of each organization.
Along with that, the amended content has fully specified the provisions in Clause 2, Article 9 of the 2013 Constitution (amended and supplemented) on the relationship of "belonging to" the Vietnam Fatherland Front of socio-political organizations and mass associations assigned by the Party and the State, Clause 2, Article 5 stipulates as follows: "Social-political organizations (including the Vietnam Trade Union, the Vietnam Farmers' Association, the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, the Vietnam Veterans' Association) and mass associations assigned by the Party and the State under the Vietnam Fatherland Front, are organized and operate uniformly in the Vietnam Fatherland Front".
Adjust the organizational system of the Vietnam Fatherland Front in localities according to the organization of local government at 2 levels, to ensure compliance with the provisions of Article 110 of the 2013 Constitution (amended and supplemented) and to be consistent with Article 1 of the Law on Organization of Local Government 2025 (amended). Accordingly, Clause 2, Article 6 is amended and supplemented as follows: In localities, there are the Vietnam Fatherland Front Committees of provinces and cities (hereinafter referred to as provincial level), the Vietnam Fatherland Front Committees of communes, wards, and special zones (hereinafter referred to as commune level). At each level, there is the Standing Committee of the Vietnam Fatherland Front Committee.
The organization, tasks and powers of the agencies of the Vietnam Fatherland Front are stipulated in the Charter of the Vietnam Fatherland Front.
At the same time, adjust the authority of the Vietnam Fatherland Front Committee at the provincial and commune levels when there are no longer district-level tasks, such as: assigning the Vietnam Fatherland Front Committee at the provincial and commune levels the responsibility of organizing meetings with voters of National Assembly deputies and People's Council deputies (Clause 2, Article 16); general regulations on the Vietnam Fatherland Front Committee to send People's Counselors (Clause 2, Article 18); assigning the Vietnam Fatherland Front Committee at the provincial level to preside over the selection and introduction of qualified and standard people for the provincial People's Council to elect as People's Court of the Provincial People's Court and the Regional People's Court (Clause 2, Article 20.
Adjust the role of the Vietnam Fatherland Front Committee in presiding over and unifying with socio-political organizations to conduct social supervision and criticism activities to comply with the nature of dependence and the principles of democratic bargaining, coordination and unification of actions chaired by the Vietnam Fatherland Front (Clause 1, Article 25, Clause 3, Article 26, Clause 1, Article 32).
On amending and supplementing a number of articles of the Trade Union Law
Article 2 of the Law has amended and supplemented 8/37 articles of the Trade Union Law (including: Articles 1, 4, 8, 14, 29, 31, and 509) to ensure the full concretization of the provisions in Article 10 of the 2013 Constitution (amended and supplemented) on the position, role, and relationship "under the Vietnam Fatherland Front" of the Vietnam Trade Union, on the rights and responsibilities of the Trade Union in representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, affirming that the Trade Union is the "only representative" of workers at the national level in labor relations and international relations with trade unions.
Accordingly, Article 1 of the Law on Vietnam Trade Unions is amended and supplemented as follows: Vietnam Trade Union is a large-scale socio-political organization of the working class and of workers, established on a voluntary basis, a member of the political system led by the Communist Party of Vietnam, under the Vietnam Fatherland Front; representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; being the only representative of workers at the national level in labor relations and international trade union relations; participating in state management, socio-economic management; participating in inspection, examination and supervision of activities of state agencies, organizations, units and enterprises on issues related to the rights and obligations of workers; propagating, mobilizing workers, improving skills, improving skills, building professional skills, and protecting the national organizations legal and professional qualifications.
Adjust the Trade Union organization system to ensure compliance with the two-level local government organization and associated with the characteristics of the trade union organization (not according to residential area but mainly in units and enterprises according to the motto "where there are workers, there are trade unions), accordingly, Clause 1, Article 8 stipulates the Vietnam Trade Union Organization System as amended and supplemented as follows:
1. Vietnam Trade Union is a unified organization consisting of the following levels:
a) The central level is the Vietnam General Confederation of Labor;
b) Grassroots trade unions include provincial and municipal labor federations (hereinafter referred to as provincial labor federations); central industry trade unions; economic group trade unions, general corporation trade unions under the Vietnam General Confederation of Labor and special grassroots trade unions permitted by competent authorities in accordance with the Trade Union organization;
c) Grassroots trade unions include grassroots trade unions and grassroots trade unions.
Implementing the policy of ending the activities of civil servant trade unions and armed forces trade unions according to Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee and Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo, the Law has adjusted the no longer organization of trade unions in state agencies and public service units receiving 100% of salaries from the state budget. At the same time, the Law adds a provision that public service units that do not receive 100% of their salary from the state budget are subject to paying union fees (because these units still have a union organization) and assigns the Government to specify the public service unit that does not receive 100% of its salary from the state budget to ensure consistency and synchronization with the Government's regulations on public service units according to financial autonomy levels, ensure publicity and transparency of the subject of paying union fees and facilitate the application process (Point b, Clause 1, Article 29).
Supplementing regulations on the responsibility of the Vietnam General Confederation of Labor in reporting annually to the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the estimate and settlement of trade union finances of Vietnam Trade Unions as prescribed in Points a, b, d, Clause 1, Article 29 and Clause 2, Article 31 of the Trade Union Law to ensure compliance with the nature of "subjection" to the Vietnam Fatherland Front, unify between the level 1 budget estimator and the level 2 budget estimator, in accordance with the regulations on the responsibility of the Standing Committee of the Vietnam Fatherland Front Committee in leading and giving comprehensive direction on the management of assets and finances of the Central Committee of the Vietnam Fatherland Front in Decision No. 304-QD/TW (Clause 7, Article 31).
On amending and supplementing a number of articles of the Law on Youth
Article 3 of the Law has amended and supplemented 02/41 articles of the Law on Youth (including: Clause 3, Article 17, Clause 1, Article 28) to adjust labor and employment policies for young people in the direction of creating conditions for young people to borrow preferential capital sources to create jobs, develop production and business (Clause 3, Article 17) to unify with the 2025 Law on Employment when there are no longer regulations on the National Employment Fund.
Specifically, Clause 2, Article 9 of the 2013 Constitution (amended and supplemented), in line with the provisions of the Law on the Vietnam Fatherland Front on the nature of "belonging to" the Fatherland Front, the Law clearly affirms: "Ho Chi Minh Communist Youth Union is a socio-political organization of Vietnamese youth, directly under the Vietnam Fatherland Front, playing a core role in the youth movement and youth organization; organizing and guiding the activities of teenagers and children, and being in charge of the Ho Chi Minh Communist Youth Union" (Clause 1, Article 28).

On amending and supplementing a number of articles of the Law on Grassroots Democracy
Article 4 of the Law has amended and supplemented 32/91 articles of the Law on Grassroots Democracy (including: Articles 2, 4, 8, 11, 12, 24, 25, 29, 30, 31, 34, 35, 36, 37, 38, 39, 40, 41, 47, 50, 51, 52, 52, 54, 55, 59, 60, 62, 63, 83, 85, 86) to adjust regulations related to grassroots democracy according to the organization of local government at two levels (no more district level, no more towns, special zones on islands) and no longer has a team of non-professional cadres at the commune level.
Along with that is the abolishment of regulations on the responsibility of trade union organizations and trade union executive boards at agencies and units where there are no grassroots trade unions to implement the policy of ending trade union activities in state agencies, armed forces, and public service units receiving 100% of salaries from the state budget.
Adjust the authority and responsibility of the Ministry of Home Affairs in receiving management tasks on implementing democracy in organizations that employ workers when there is no longer a Ministry of Labor, War Invalids and Social Affairs (Point Clause 2, Article 83).
Regarding transition provisions
In public service units that do not receive 100% of their salary from the state budget, there are still grassroots trade unions and trade union organizations that continue to promote their role and responsibility in implementing democracy at the grassroots level and for the organization and operation of the People's Inspectorate at the unit, the Law stipulates transition "Union branches, Trade Union Executive Committees in public service units that do not receive 100% of their salary from the state budget shall continue to implement the provisions of Chapter III of the Law on Grassroots Democracy Implementation No. 10/2022/QH15" (Article 5).
To ensure the effective implementation of the provisions of the Law, the Presidium of the Central Committee of the Vietnam Fatherland Front is coordinating with relevant agencies to implement a number of tasks such as: Developing and promulgating a Plan to implement the Law; Developing and promulgating documents detailing the contents assigned in the Law; Organizing propaganda and dissemination of the provisions of the Law and guiding documents for implementation.
