At the first session, the Congress elected the Presidium; the Secretariat; and the Committee for reviewing the status of delegates attending the Congress.
At the same time, the Congress's program, rules and regulations were approved; the report and comments were compiled into the documents of the Congress of the Upper Delegation; and some contents were agreed upon in preparation for the second session of the Congress.


Speaking at the Congress, Mr. Ha Duc Hai - Secretary of Lao Cai Provincial Youth Union said that the Congress is responsible for reviewing and evaluating the results of the Youth Union and the youth movement in the past term.
At the same time, learn lessons from the implementation of the Resolution of the Provincial Youth Union Congress for the 2022-2027 term; build goals, directions and key tasks for the Youth Union work and the youth movement for the 2025-2030 term...

Speaking at the Congress, Mr. Tran Hong Hai - Secretary of the Sa Pa Ward Youth Union said that along with the merger of the two provinces of Lao Cai - Yen Bai, the development space has been expanded, competitiveness has been enhanced, creating favorable conditions to form a dynamic urban chain along the Red River, connecting Lao Cai - Bao Thang - Bao Yen - Yen Bai - Sa Pa.
In the context of digital transformation, green economy, circular economy and smart cities becoming a global trend, Lao Cai youth - especially urban youth - is expected to be a "source of innovation energy".

Currently, the service - trade sector of the province is developing rapidly, accounting for over 36% of GRDP, becoming one of the three main economic pillars. Lao Cai is striving to achieve over VND240,000 billion in GRDP by 2030, with an average income per capita of VND65 million/year, and a digital economy rate of about 20%.
In particular, tourism is a spearhead, breakthrough economic sector, developing in the direction of "green, sustainable, unique and integrated". In 2024, the province welcomed nearly 9 million visitors, expected to reach 15 million by 2030, tourism revenue of VND 70,000 billion/year.
The youth force in the area is one of the bright spots in tourism development, many civilized - friendly - creative youth clubs operating in Sa Pa ward, Bac Ha commune, Mu Cang Chai commune and many localities have been attracting a large number of tourists when visiting.

However, in that process, the urban youth force of Lao Cai province is still facing many difficulties and challenges that require more comprehensive attention and support from all levels and sectors, especially the Youth Union organization.
For the urban youth of Lao Cai to truly become a pioneer force, creating and spreading new values in developing the service economy, tourism and digital transformation, it is necessary to have synchronous solutions, both long-term strategic and concrete action-oriented.
According to the program, on the morning of November 22, the 1st Congress of the Ho Chi Minh Communist Youth Union of Lao Cai province, term 2025-2030, will officially hold a solemn session.
