According to the National Center for Hydro-Meteorological Forecasting, at 5:00 p.m. on October 3, 2025, the center of the storm was at about 17.0 degrees North latitude; 120.0 degrees East longitude, in the eastern sea of the North East Sea. The strongest wind near the storm center is level 10, gusting to level2; moving in the West Northwest direction at a speed of about 25 km/h.
To proactively respond and draw lessons from urban drainage and overcoming the consequences of storm No. 10 (Bualoi), the Hanoi Department of Construction recommends that agencies and units regularly monitor natural disaster developments; strictly implement approved prevention and control plans.
Currently, the Department has issued 2 specific plans:
Plan No. 01/PA-SXD(GDCL) dated April 22, 2025 on responding to earthquake incidents, collapse of houses and construction works in the city.
Plan No. 02/PA-SXD(CXCS) dated April 22, 2025 on responding to a number of natural disasters: preventing and combating flooding in the inner city; preventing, combating and overcoming fallen trees on urban roads; ensuring public lighting safety, providing clean water in 2025.
Request Hanoi Drainage Company Limited and related units to strengthen control and deploy solutions to ensure drainage at locations that are often flooded during heavy rains; underpasses on Thang Long Avenue, provincial roads, national highways and main streets at risk of congestion. At the same time, urgently lower the water level on the drainage system and regulating lakes, ensuring drainage capacity throughout the city.
Hanoi Green Tree Park Company Limited and tree maintenance units must review, tie newly planted trees, limit broken leaves; prune and lower tree canopy to ensure safety in storms. Forces need to be on duty regularly, promptly clear fallen trees, and avoid traffic congestion.
Suppliers must ensure the people's need for clean water. In case of local water shortage due to natural disasters, there should be a backup plan such as tanks, mobile tanks, steam vehicles or specialized equipment, to prevent water shortages.
For urban lighting systems, it is required to maintain a minimum operating rate of 98%; promptly repair and fix storm-related problems, ensure electrical safety and urban aesthetics. At the same time, fully prepare human resources, machinery, equipment, and materials to serve on duty and overcome the consequences.
Request the People's Committees of communes and wards to direct specialized departments, branches and units to proactively deploy plans for natural disaster prevention, control and search and rescue; strengthen measures to prevent flooding and fallen trees in the area; closely coordinate with functional forces, implement the "4 on-site" motto, ensure traffic safety, protect people and vehicles before, during and after storms.
The Department of Agriculture and Environment also directs irrigation units to lower water levels on canals, ditches, rivers and lakes according to decentralization, support urban drainage, and minimize the risk of flooding for Hanoi City.
