The Ministry of Agriculture and Environment has just issued a plan on implementing the National Action Plan on overcoming pollution and managing air quality in the period 2026 - 2030, with a vision to 2045.
Accordingly, the Plan is issued to effectively implement the tasks assigned in Decision No. 2530/QD-TTg dated November 19, 2025 of the Prime Minister. At the same time, clearly define the tasks and responsibilities of agencies and units under the Ministry of Agriculture and Environment in the process of organizing implementation, ensuring synchronization and effectiveness of the set goals.
The assigned units shall take the lead in the content and tasks, proactively develop plans, propose tasks and resources for implementation, ensuring progress, quality, consistency, efficiency and synchronization with relevant programs and plans, in accordance with the provisions of law.
Ensure feasibility, flexibility, suitability with implementation resources, synchronization between plans and resources, solutions, and implementation policies; close and effective coordination between units directly under the Ministry with ministries, branches, localities and related parties in the process of implementing assigned tasks.
The plan sets out a number of general tasks and solutions such as: Completing policies, laws and mechanisms for controlling and managing air quality; Researching, applying and transferring technology, applying digital transformation in air quality management; Building capacity for monitoring, warning, forecasting, and operating the Air Pollution Warning, Forecasting, and Controlling System; Organizing the implementation of solutions to control and minimize emissions from industrial activities; Organizing the implementation of green tasks and solutions in the fields of agriculture and environment; Controlling open burning activities; Strengthening inspection and handling of violations; Strengthening international cooperation, information and communication activities....
The Ministry of Agriculture and Environment assigned the Department of Environment to be the focal unit, responsible for monitoring and summarizing the results of the Plan implementation. In addition, preside over advising on the development and submission for promulgation of legal documents and technical guidelines on environmental protection and air quality management. Develop a set of criteria for the Vietnam Ecolabel, regulations on coefficients and inventory of emissions of dust and emissions sources and organize implementation. Preside over the organization of investment and operation of the national environmental monitoring network; build and organize the implementation of the national dust and emission inventory platform and the national air pollution warning, forecasting and control system.
The Department of Environment proactively builds and operates an emission source management database, organizes the implementation of monitoring large emission sources, inspects compliance with the law on air environmental protection and publicizes information.
The Department of Meteorology and Hydrology presides over the collection and provision of meteorological observation data, information, and meteorological forecast data to serve modeling and air quality forecasting. Implement warning and forecasting work for inverse heat phenomena and provide information for air pollution warning and forecasting activities.
The National Remote Sensing Department presides over the task of applying remote sensing technology, organizing widespread monitoring, detecting pollution hotspots, open burning points such as burning straw, burning waste... using unmanned aerial vehicles, providing information sharing for management.
The Department will be the focal point providing satellite images and data to analyze PM2.5 and PM10 dust from satellites to serve activities related to air quality forecasting.
The Department of Crop Production and Plant Protection presides over the development of mechanisms and policies to promote the collection and recycling of agricultural by-products (straw, rice paddy); circular economy policies for agricultural by-products; policies to attract investment in agricultural by-product collection and recycling facilities in key areas. Mobilize network investment in the form of socialization to build agricultural by-product collection and recycling facilities. Organize the implementation of building and replicating circular economy models in agriculture.
The Ministry of Agriculture and Environment assigned the Forestry and Forest Protection Department to preside over the development of the Green Tree Planting and Green Public Space Development Program in urban areas and deploy activities related to forest fire prevention and fighting, biomass burning management and emission reduction from forest fires.
