Minister of Industry and Trade Nguyen Hong Dien has signed and issued Official Dispatch No. 5458/CD-BCT on emergency response to floods on the Ca River.

Official dispatch No. 5458/CD-BCT sent to Chairmen of People's Committees of the provinces: Thanh Hoa, Nghe An, Ha Tinh; owners, units managing and operating hydropower dams and reservoirs in the provinces: Thanh Hoa, Nghe An, Ha Tinh.

The content of the telegram clearly stated that according to the forecast bulletin at 9:00 p.m. on July 22, 2025 of the National Center for Hydro-Meteorological Forecasting on heavy rain in the Thanh Hoa - Nghe An area, due to the influence of storm No. 3, there was very heavy rain in the Ca River basin, causing floods above alert level 3 upstream of the Ca River. The flood forecast downstream of Ca River will reach alert level 3; the risk level of natural disasters due to floods is level 3.

The increased flood flow to hydroelectric reservoirs with flood prevention capacity in the Central region (such as Ban Ve, Hua Na...) is likely to cause unusual situations in water storage, lake operation and inter-reservoir operation procedures approved by competent authorities.

To proactively respond to heavy rain and floods, the Minister of Industry and Trade requested the Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh provinces and owners, units managing and operating hydropower dams and reservoirs to focus maximum resources on immediately implementing the following tasks:

For the Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces, it is recommended to closely monitor the developments of floods; promptly inform authorities at all levels and people to proactively prevent and avoid them. Proactively develop plans to ensure population safety to be ready for implementation when the worst situations occur, not to be passive.

Focus on directing owners, management and operation units of hydropower works in the province to organize the operation and implementation of plans to ensure the safety of hydropower dams and reservoirs. Especially in unusual situations, emergency situations in accordance with the single-pink operation process and the inter-reservoir operation process approved by competent authorities. Arrange a permanent force to operate and regulate and be ready to handle possible situations.

Direct local radio and television stations to increase information about rainfall, floods, and the situation of releasing reservoir floodwaters to people and authorities at all levels to proactively prevent them. Specialized agencies coordinate with local TV stations and media agencies, especially at propaganda and dissemination facilities, to guide people to proactively respond to minimize damage.

For owners and units managing and operating hydropower works (especially Ban Ve Hydropower Works and Hua Na Hydropower Works), it is recommended to organize a 24/7 command and duty of natural disaster prevention and control, regularly update and promptly report to competent authorities on the operation of works, especially in unusual situations and emergency situations according to regulations.

Strictly comply with the single reservoir operation process and the inter-reservoir operation process approved by competent authorities. Resolutely carry out the tasks assigned in Official Dispatch No. 5444/CD-BCT dated July 22, 2025 of the Minister of Industry and Trade on continuing to respond urgently to storm No. 3 and storm circulation. Prepare response plans for unusual situations and emergency situations according to the 4-on-site motto to ensure safety in all natural disaster situations.
