The project through Binh Chanh district is nearly 7km long, connecting from Nguyen Van Linh intersection to Long An province border, including two main items: Building a new parallel route 4.2km long and expanding the existing road from 7m to 34m for 6 lanes.
The parallel route to National Highway 50 was started in 2022 and is now 75% complete, with many sections completed. However, the project is stuck due to site clearance.
The section through Gia Hoa residential area has 3 houses blocking the road under the management of Gia Hoa Company and has not been compensated. The section through Phong Phu 4 residential area has 5 other houses blocking the entire road in the area adjacent to Trinh Quang Nghi Street, managed by Khang Phuc Company, and has not been fully compensated.
The reason is the same as in many other projects, that is, the household owners demanded high compensation prices, so they could not reach an agreement. In one area, many households agreed with the compensation price, but 8 households did not agree, creating two bottlenecks on the route.
The road expansion project is to serve the travel needs of the people, but because 8 houses refused to agree to relocate, it was delayed, while the plan was to open to traffic at the end of December this year.
Representatives of the Management Board of Investment and Construction of Traffic Works in Ho Chi Minh City proposed a plan to open the completed sections to traffic first to serve the people, while waiting for the handover of the remaining locations.
It sounds hard to accept, a road, but only a few sections, but the congested areas are still congested. In addition to the problem of traffic congestion, it is also a problem of urban aesthetics. The existence of two congested areas on the road also shows the inability of local authorities to clear the land.
Of course, at most, we have to open the roads where cars can go, that is a temporary solution. But the local government must have a drastic solution, to completely handle the compensation and clearance of these 8 houses. Money spent on building roads but not being exploited is a waste.
Binh Chanh District People's Committee has proposed to Ho Chi Minh City People's Committee to request Gia Hoa and Khang Phuc enterprises to urgently compensate, support and hand over the site in November 2024. With 10 days left, will it be possible to do it or not?
If the two businesses and these households cannot reach an agreement, Binh Chanh district must handle the matter according to the law. The 8 houses cannot prevent the completion and operation of the 1,500 billion VND project.
