Presenting the Project Outline "Building a cultural movement and labor safety among workers", Ms. Ho Thi Kim Ngan - Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor, representing the Project Outline editorial team, said that by the end of 2023, in Vietnam, there will be about 33,000 workers with occupational diseases (OCDs).
In recent years, on average, each year about 7,000 workers have been diagnosed with occupational diseases and 500 cases have been assessed for occupational diseases; in the period 2013-2023, nearly 100,000 occupational accidents (OAs) occurred nationwide, causing more than 100,000 victims and nearly 10,000 deaths, about 25,000 people disabled...
In particular, there are about 1 million people in Vietnam suffering from depression and anxiety disorders, and about 40,000 people die each year from this problem. The main causes have been identified as unsafe working conditions; information, communication, training and health care for workers, prevention of occupational accidents and diseases are still limited. In particular, education, raising awareness of compliance, compliance and proactive, voluntary prevention of occupational accidents and diseases and building a safety culture in the workplace are given due attention.
According to Ms. Ho Thi Kim Ngan, the Project Outline was developed based on Directive No. 31-CT/TW dated March 19, 2024 of the Secretariat on continuing to strengthen the Party's leadership over occupational safety and hygiene in the new situation; implementing the Law on Occupational Safety and Hygiene and Resolution of the 13th Congress of the Vietnam General Confederation of Labor;
Organizing and implementing occupational safety and hygiene work is the duty and responsibility of all levels, sectors, organizations, individuals, employers, and employees, in which the Trade Union has an important role and responsibility to improve safe and hygienic working conditions, build a culture of occupational safety at the workplace, proactively prevent occupational accidents and diseases for employees, contribute to promoting production development and increasing labor productivity.
The objective of the Project is to perform the functions and promote the role of trade unions in mobilizing, propagating, and building a culture of labor safety among union members and workers for the purpose of ensuring the rights of workers to work in conditions that ensure labor safety and hygiene, and to prevent and minimize labor accidents and occupational diseases.
Create positive changes in awareness and responsibility of trade union officials, employers and employees in enhancing effective implementation of occupational safety and hygiene work in the period of promoting industrialization, modernization and international integration; continue to improve and enhance the capacity of the apparatus and trade union officials in occupational safety and hygiene work to meet the requirements of the new situation; improve working conditions, ensure occupational safety and hygiene, prevent occupational accidents and diseases for employees, build a culture of occupational safety, build harmonious, stable and progressive labor relations in the workplace, contributing to promoting production development and increasing labor productivity.
According to the Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor, the goal of the Project Outline is that by 2028, 100% of provincial and municipal labor federations, central industry unions, general corporation unions under the Vietnam General Confederation of Labor, and grassroots unions directly above them will have plans to implement the work of building a culture of labor safety among union members and workers.
Over 50% of labor safety and hygiene officers of trade unions at the grassroots level or higher are provided with knowledge and skills related to building a culture of labor safety at the workplace.
