On the afternoon of November 29, Prime Minister Pham Minh Chinh and the working delegation visited the people of Phu Huu village, Hoa Thinh commune - the locality that suffered the most damage in the recent historic flood.
According to the report of Hoa Thinh commune, the recent flood caused 25 deaths, 67 houses were completely collapsed, and many civil works were damaged. In the whole commune alone, 94 households lost their homes, and are temporarily or temporarily staying there.
The name Hoa Thinh was mentioned most often on media channels and social networks during the recent flood, including rumors of hundreds of deaths, causing panic among the public.
To date, the number of deaths has been clearly identified, which is 25 people. For households that have lost their homes, the Prime Minister requested that new houses be built, done immediately and done quickly for the people.
With the Prime Minister's decree, people will certainly have new houses to celebrate Tet.
The Prime Minister said that this is a place of long-term living, so we must do it in a sustainable way, not letting people continue to suffer risks.
Building new houses for the people is determined to be done immediately, but for the people to live stably, many other solutions are needed.
During the recent flood, Dak Lak was a locality that suffered heavy damage, public opinion raised questions about the cause, partly due to flood discharge from hydropower reservoirs.
In the article "Do not let serious flooding happen again due to flood discharge on top of flood" published on November 26, Lao Dong Newspaper analyzed: When there is prolonged heavy rain, the downstream is flooded, the reservoir discharges floodwaters to save the works, causing severe flooding. In that disaster, there is a part of the human ear.
The question is why not change the flood discharge process to ensure the safety of the project and not cause severe flooding due to flood discharge coinciding with flood peak. The process must be revised to avoid serious flooding due to flood discharge coinciding with the flood peak again.
On November 21, 2025, the Secretariat issued Conclusion No. 213-KL/TW, which includes the following content: Adjusting the operation procedures of inter-reservoirs and single-reservoir hydropower and irrigation reservoirs, in which priority must be given to reserving the useful capacity of the reservoir to cut floodwaters downstream.
The direction of the Secretariat must be strictly implemented.
The house can be rebuilt, but the lives and many other losses of the people are not. To reduce damage, it is impossible to only rely on support after natural disasters, but must proactively prevent by operating a scientific, transparent reservoir process and putting people's safety first.
For flood discharge to coincide with flood peak, how many houses can be built is not enough.
