In many localities, many headquarters were abandoned after the merger, becoming places to raise cows, pigs, chickens or dumping garbage. Spacious houses became scrap yards, the value of assets on the land decreased more and more, now it is 0 VND. Even if the business partners have joint ventures, they have to spend money to demolish and clean up the pile of rubble.
Not only assets on land such as houses and villas, but also larger ones are land. There are headquarters located on prime land, with great value, but when merged, they are abandoned due to lack of exploitation. If those lands are linked for business, trade, and services, they will generate money, but it is not easy to do so because of regulations on public asset management.
Local authorities clearly see that houses and offices that are abandoned for a long time will be damaged, but they still let those properties "leave them alone to the elements" because it is better to waste them than to exploit them, be careful of violations, and be disciplined, which will affect the individual.
In the immediate future, in addition to the current surplus public assets that have not been processed, 50 district-level units and 1,243 commune-level units will be reorganized by 2025, with an expected surplus of 2,700 headquarters. Without quick legal measures, localities will sit idly by and watch public assets go to waste.
There are many ways to exploit, including leasing, transferring, and business association, so that public assets and land are not abandoned, bringing benefits to the participating parties, and the state has additional revenue to increase the budget. Knowing this clearly, but the problem has been stuck for many years and there is still no way to resolve it.
Central ministries and branches will be responsible for advising the Government to have appropriate policies to resolve this problem. However, localities must proactively propose solutions to exploit public assets effectively, ensuring no loss or waste. If everyone is afraid of responsibility and does not dare to make decisions or proposals, the waste of public assets will continue.
