Clause 2 and Clause 3, Article 67 of Decree No. 95/2024/ND-CP detailing a number of articles of the Housing Law (effective from August 1, 2024) stipulates exemption and reduction of rent for old houses belonging to public property as follows:
2. Subjects and levels of exemption and reduction of rent for old houses belonging to public property include:
a) People with revolutionary contributions are exempted or have their housing rent reduced according to the level prescribed by law;
b) Poor and near-poor households as prescribed by law at the time of exemption and reduction, people with disabilities, elderly people who are entitled to social security and special subjects with housing difficulties in urban areas are entitled to a 60% reduction in housing rent payable; for poor and near-poor households, this reduction is calculated for the whole household (not for each member of the household).
3. Documents proving that the subjects are exempted or reduced from rent for old houses belonging to public property are stipulated as follows:
a) In case of people with revolutionary contributions, there must be proof documents issued by competent authorities in accordance with the law on preferential treatment for people with revolutionary contributions;
b) In case of a disabled person or an elderly person, there must be a certificate from a competent authority in accordance with the provisions of the law on the disabled or the support policy for social protection beneficiaries;
c) In case of poor or near-poor households in urban areas, there must be a certificate of confirmation from the People's Committee of the commune, ward or town (hereinafter referred to as the People's Committee at the commune level) where that person is permanently residing or has been temporarily residing for 01 year or more.
Thus, the subjects, documents proving the subjects and the level of exemption and reduction of rent for old houses belonging to public assets are implemented according to the above regulations.
