For cadres to shoulder responsibility, maintain trust, and inspire

From July 1, 2025, Vietnam will officially operate a two-level local government model nationwide. This is a strategic turning point in reforming the apparatus, streamlining the organization, towards a serving administration - where all policies must be "close to the people, close to the people, for the people".

In that reform journey, the team of cadres and party members is the center of leadership, the first force to endure the challenge - but also those who have the opportunity to prove their political qualities, organizational courage and historical responsibility.

Cadres are not only those who implement decisions, but also those who transmit the spirit of innovation. When they put aside individual measurements and bravely accept challenges, people will be more confident in the correct policies of the Party and State.

The proactiveness, positivity and exemplary behavior of cadres and party members will help the restructuring process not become an administrative shock, but an expected change, a mark of profound and humane innovation.

When working with the Standing Committee of the Hanoi Party Committee, General Secretary To Lam cited the story of "many cadres who have voluntarily quit their jobs, without demanding rights, demonstrating a high sense of responsibility for the common cause. These are typical examples of sacrifice and silent dedication, which the entire Party and people respect and recognize.

Cadres who are willing to sacrifice their positions to maintain the trust of the organization, and Party members who refuse personal gain to protect the interests of the community are the embodiment of revolutionary qualities in the new era.

In the article "The Power of Solidarity", General Secretary To Lam raised the issue: "merging administrative units, "rearranging the mountain range", organizing a space for sustainable development for the country, the spirit of solidarity must be promoted more strongly than ever".

Solidarity is now a condition for success. Cadres and party members not only play the role of operator, but must become "connectors" - between superiors and superiors, between agencies and people, between organizational reason and community emotions.

In the flow of merger, if each cadre is a healthy beat of the heart of the government, the whole system will turn healthy and sustainable. And it is from cadres who know how to shoulder responsibility, spread trust, arouse consensus - that an administrative system that serves the people in a real, modern, close-knit manner as the Party and the people are expecting will be formed.

Therefore, as General Secretary To Lam stated: " Maintaining solidarity is the top priority task - a prerequisite for all other reform work to go smoothly".

Solidarity is also the golden key for cadres and party members to fulfill their historic role: Carry responsibility, keep faith, inspire innovation in today's strong apparatus arrangement.
