At the 9th Session of the Dak Nong Provincial People's Council, term IV, 2021 - 2026, held on December 11, Chairman of Dak Nong Province Ho Van Muoi requested to boldly replace officials who do not complete their tasks and roles, to ensure effectiveness in work implementation.
It must be said frankly that cadres who "do not complete their tasks or roles" are incompetent and weak cadres. If they are weak, they must be replaced and given to competent people to take over their positions, which will benefit the country and the people more.
This is a very strong message raised by the Chairman of Dak Nong province, very much in line with "the will of the Party and the people's heart". However, whether it can be implemented or not is not simple.
First, in government agencies, it is very difficult to determine whether an official has failed to fulfill his or her duties, and the matter of not fulfilling his or her role is even more ambiguous. Knowing that the person is weak, but proving that weakness is not easy.
In some places, some state agency officials "go to work with an umbrella in the morning and come back with an umbrella in the evening", working "8 golden hours" a day, no one can catch anyone for anything, except in cases of law violations, bribery, and corruption being discovered.
Second, when something is not completed, it is difficult to point out who is responsible, but instead blame the collective, the common difficulties and problems. Those problems are due to legal regulations, and to resolve them, it must come from the competent authority.
The collective is invisible, blaming the collective means that no individual is responsible, that "invisible" person has taken responsibility instead.
Third, in some state agencies, there are many officials who are "descendants" and "relatives" who are difficult to touch, let alone replace.
Therefore, to fulfill the request of President Ho Van Muoi, it is necessary to make clear regulations, that is, individuals are responsible, the leader has the highest responsibility.
For example, at the above meeting, regarding the effectiveness of project implementation, Chairman Ho Van Muoi pointed out that the main cause comes from subjective factors in the management and implementation of relevant departments, branches and the Provincial People's Committee. Some departments and branches have not fully demonstrated their sense of responsibility.
On the side of the Provincial People's Committee, Chairman Ho Van Muoi frankly accepted responsibility. So, the departments and directors must take responsibility and not blame their subordinates.
If you are determined, you must go all the way, if you are bold, you must go all the way to get things done. That is, if you do not complete the task, the leader must be replaced, from the director of the department to the provincial chairman.
Dare to be so public and decisive, there will definitely be change.
