Although the Prime Minister and Deputy Prime Ministers have recently continuously urged ministries, branches and localities to urgently pay off the regime for civil servants who have quit due to the restructuring of the apparatus, up to this point, the payment has not been completely resolved.
The report of the Ministry of Home Affairs at the meeting of Permanent Deputy Prime Minister Nguyen Hoa Binh with leaders of ministries, branches and agencies on the implementation of the two-level local government model on September 17 said: up to now, the whole country has 141,444 people who have decided to quit their jobs, of which 102,378 people (72.38%) have received payment for policies and regimes. Thus, the whole country still has about 39,000 people who have not received the regime.
At this meeting, Deputy Prime Minister Nguyen Hoa Binh assigned the Ministry of Finance to clarify why many people have not yet received the regime according to Decree 178.
The Deputy Prime Minister emphasized that the Ministry of Finance needs to have instructions for localities, not to let localities reflect on two things: no money and no instructions.
The direction of Permanent Deputy Prime Minister Nguyen Hoa Binh has 2 very important ideas: do not let localities say they do not have money and get stuck in procedures.
Money is natural and certain. But the procedure of "waiting for instructions" is a fairly common problem in many localities, which needs to be resolved soon, most clearly Gia Lai province.
This locality has more than 2,900 cadres and civil servants who have decided to quit their jobs according to Decree 178 with a total support budget of nearly VND 2,800 billion. However, up to this point, only about 700 people, less than 1/4 of them, have received the regime money.
The reason for this delay is that the State Treasury of the XV region has temporarily suspended payment since September 5 to "wait for instructions from the Central Government".
Mr. Pham Anh Tuan, Chairman of the Gia Lai Provincial People's Committee, on September 19 gave his opinion requesting the State Treasury of the XV region to speed up the payment progress. And the Director of the State Treasury of the XV region pledged to implement the payment as soon as there is a conclusion from the provincial leaders.
Further speeding up the payment progress, not only a requirement for Gia Lai but for all localities, so that about 39,000 people who quit their jobs due to the restructuring of the apparatus can receive the regime as soon as possible.
The Ministry of Finance also needs to clarify and assign responsibility for the obstacles to this guidance as a percentage due to procedures, and as a percentage due to the lack of initiative of ministries, branches and localities.
Decree 178 was issued to demonstrate the Party and State's concern for cadres, civil servants, public employees, and workers who quit their jobs when restructuring the organizational apparatus.
In the context of streamlining 141,444 positions, ensuring the regime is not only a story of financial responsibility but also a commitment to the humanity of reform.
However, if the payment delay continues, with a large number, just for reasons such as being stuck in procedures and waiting for instructions, humanity and trust will be more or less worn down.
