That is one of the contents of Directive No. 24/CT-TTg dated September 13, 2025 of Prime Minister Pham Minh Chinh.
The Prime Minister requested ministries, branches, and People's Committees of provinces and cities to preside over and coordinate with the Ministry of Public Security to urgently review, evaluate, restructure professional processes, and reduce the content of documents for 324 administrative procedures integrated on VNeID to replace physical documents and 196 administrative procedures with data sources being exploited from ministries and branches to cut, simplify administrative procedures, and complete in September 2025.
Citizen data and administrative procedures have been digitized, as long as there is " click" to have complete information, there is no need to force people to present documents as before.
A non-man-made administration is not only fast, convenient, transparent, but also economical for people as well as state agencies.
The period of wanting to carry out administrative procedures has passed, people have to photocopy documents to submit, not to mention notarization, taking time and money.
Now, the Prime Minister's order: Only issue physical documents when citizens request, remove fees related to the production, printing, and issuance of physical documents, to be completed in September 2025.
Non-state agencies, organizations and individuals when receiving and handling civil and commercial transactions and other activities do not require citizens to submit or present the original or copies of documents and papers integrated on VNeID when the citizen has presented corresponding information from VNeID.
State agencies do not require people to submit documents, other agencies and organizations must also comply.
From now on, people will only use smartphones, which can replace manual processes.
At many public administrative service centers in localities, working groups have been deployed to support those who do not have the skills to interact with technology applications.
The responsibility of the government is to serve the people, those who cannot do it should be guided. Some localities also organize working groups to go to people's homes to help.
Coming to many administrative procedures, people and businesses do not need to go to state agencies, only operate on applications in accordance with regulations.
Implementing administrative procedures according to the e-government model and digitalizing the process will not only help save time and money, but will also minimize bureaucracy, harassment, and "main acts" that people have been very upset about.
Streamlining the apparatus is not only about cutting down on mechanical personnel, but also optimizing administrative operations through digital transformation.
