A deserted dormitory for decades, although invested with 80 billion VND, completed in 2014. A school headquarters invested more than 100 billion VND for acceptance in 2018, but it was not used until early 2025.
Only two projects of Khanh Hoa Medical College have "buried" 180 billion VND of budget in a state of desolation and degradation.
These two projects show a reality that from administrative delays leading to prolonged waste of public assets.
Each invested project is associated with the goal of serving society: students have accommodation, schools have spacious training facilities, and medical human resources are better trained.
But the reality is not as expected, both projects have been neglected for many years, construction items have deteriorated, and the value of use has been eroded over time.
The Khanh Hoa Medical College project was completed on April 27, 2018, but by January 2025, the school will complete the relocation and officially operate at the new headquarters.
Thus, the project has been abandoned for 7 years.
The dormitory was invested with 80 billion VND, completed in 2014. In the period from January 6, 2015 to June 4, 2024, this dormitory was abandoned and degraded.
What is the cause?
The school believes that the slow relocation stems from many objective reasons such as waiting for additional funding to repair and renovate some items; unstable organizational work, changing many generations of leaders; and the impact of the COVID-19 pandemic.
Khanh Hoa Provincial People's Committee again affirmed that there have been many directing documents requesting Khanh Hoa Medical College to urgently relocate and receive the new headquarters, but the school has not implemented the direction.
You can't just go back and forth like that.
If the Provincial People's Committee has a document but the school is still not implemented, the question is why there are no stronger handling measures, where is the responsibility for supervision, inspection, urging and handling violations of state management agencies?
These two projects alone show wastefulness and clearly, the individuals involved cannot deny responsibility.
If no one takes responsibility, the bad precedent will continue to repeat itself. Today is the dormitory, tomorrow it could be a hospital, school or another civilian construction.
Two 180 billion VND projects that have been "shelved" for many years cannot just stop at drawing experience. It is necessary to clarify the responsibilities of each individual, each relevant agency, from the investor, the using unit to the management and supervision agency.
It is necessary to realize that public asset waste is a form of violation that needs to be clarified and handled in accordance with regulations.
