Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 133/CD-TTg on accelerating the implementation of a number of tasks and solutions to achieve the economic growth target for 2025.
The dispatch includes the content that the Ministry of Construction, ministries, agencies and localities in coordination with Ho Chi Minh City and Hanoi summarize and evaluate the implementation of the pilot exemption of construction permits for people in areas with detailed plans of 1/500; study the possibility of expanding the scope of application, report to the Prime Minister in the fourth quarter of 2025.
Ho Chi Minh City announced a reduction in construction licensing procedures for individual houses in areas with detailed plans at a scale of 1/500 (or a master plan at a scale of 1/500 and a construction architectural plan) approved or approved in accordance with regulations.
The list of publications (phase 1) includes 112 projects that are eligible for exemption from construction permits according to the provisions of the law on construction.
Ho Chi Minh City also expands the review of other areas in the area such as Binh Duong, Ba Ria - Vung Tau (old) and Con Dao special zone, to announce additional project categories and areas eligible for exemption from construction permits according to regulations.
The strong implementation of Ho Chi Minh City's construction permit exemption is very well supported by the people.
Ho Chi Minh City and Hanoi have implemented and need to study expanding the exemption of construction permits, creating favorable conditions for people.
Localities must consider exempting construction permits for individual houses in areas with detailed planning at a scale of 1/500 as administrative products after the merger.
People no longer steal documents to build houses as before, but do it according to the approved planning. Without a construction permit, people do not have to spend time or reduce costs, including the cost of asking and giving.
However, cases of taking advantage of policies to violate regulations on construction, environment, and labor safety must be strictly handled.
It should be noted that even when there are mandatory regulations on construction licensing, there are still many cases where government officers protect, or people intentionally violate height, density, architecture, distance... violating planning and affecting urban infrastructure, fire prevention and fighting violations.
Therefore, exemption from construction permits must go hand in hand with strengthening inspection and control to ensure water discipline. The responsibility of the government is heavier, civil servants must be fair and honest.
Expanding the exemption of construction permits is a good policy, but the government and people must comply with the provisions of the law.
