The above proposal was made by Mr. Phan Van Mai at the meeting of the National Assembly Standing Committee to give opinions on the reception, explanation, and revision of the draft Law on Teachers held on the morning of June 9.
According to Chairman of the Economic and Financial Committee Phan Van Mai: "Not only should teachers be given the highest salary, but there should be a double or double regime to recruit the most outstanding people".
This proposal is not convincing because not only teachers, but many other professions also need to recruit excellent and excellent people.
For example, in the medical sector, doctors and medical staff who work to save people and take care of the health of the entire population deserve a high salary. However, reality shows that because the salary at public health facilities is still low, many good doctors and nurses have quit their jobs and switched to working in private hospitals.
The medical industry really needs to attract talented people and also needs to be paid high salaries to keep them.
Cadres and civil servants in the state apparatus, after the arrangement and streamlining, will have more work, requiring them to meet working requirements and complete tasks. Those who do not complete their tasks will be dismissed or laid off.
With the pressure of work and assigned tasks, cadres and civil servants also deserve to receive salaries 2-3 times higher than today. Not to mention, high salaries will recruit capable people to state agencies, high salaries are also for self-cultivation.
There is one thing, the desire, the need is one thing, the ability of the budget is another.
For teachers, in the current budget context, the Draft Law on Teachers stipulates that teachers' salaries are ranked highest on the administrative salary scale, which means there is attention to teachers' income and life.
From the next school year, when implementing the policy of exempting tuition fees for public school students, the Ministry of Education and Training estimates the amount to be about 30 trillion VND per year, using the state budget.
If teachers' salaries are increased by 2-3 times, the education budget will increase significantly.
Minister of Education and Training Nguyen Kim Son himself also expressed his disagreement with Mr. Phan Van Mai's proposal, the Minister said: "With 1.2 million teachers, it is necessary to increase a little, because in addition to the desire, we also need to calculate feasibility and calculate the roadmap".
