On the morning of June 10, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law amending and supplementing a number of articles of the Law on Planning.
Speaking, Politburo member and National Assembly Chairman Tran Thanh Man said that the Planning Law has just been recently amended. Although it has been amended many times, why do localities keep complaining about where and where they are stuck? Is it because the law is not clear or because the decree issued in the locality has not been implemented or because the ministries' circulars have not been implemented?
According to the National Assembly Chairman, this time merging provinces and cities, people also expect how to implement the Planning Law. Before the law is passed at the 9th Session, the Minister of Finance should collect opinions online or directly with the Chairmen of the People's Committees of provinces and cities to carry out the merger.
"Recently, at the Central meeting and in group discussions, the leaders also said that the current Planning Law is entangled in many things. But wherever there is a problem, we will point out to fix it in a fundamental and methodical way this time. Amending the Planning Law to streamline the organizational apparatus but not being able to do it anymore will be very difficult," said the National Assembly Chairman.
From there, the National Assembly Chairman suggested that the National Assembly Standing Committee consider and discuss any problems immediately to absorb and explain in the spirit of being difficult to resolve them, and to resolve them.
The National Assembly Chairman also informed that it is expected that on June 12, the Resolution on provincial mergers will be discussed and approved. On June 13, a resolution will be signed to merge provinces and cities. Meanwhile, this revised Planning Law is also very important.
"I said it was not simple, this time the repair without meeting local planning requirements cannot be done. The National Assembly has revised many times, even appointed delegations to supervise the implementation of the Planning Law, and reported to the National Assembly that there was a resolution to resolve it, but the locality still complained about difficulties and could not do them," the National Assembly Chairman reiterated.
The National Assembly Chairman requested that if it cannot be done, where it is difficult, it must be pointed out so that this time we can design some things separately to make them more smooth.
Citing the revised Law on Health Insurance, the National Assembly Chairman reiterated the issue of not being able to open the line for medical examination, not being able to open the administrative boundaries. Although the Ministry of Health did not submit and the Social Committee did not say, when the National Assembly Chairman discovered the problem, the people were excited.
"Previously, when transferring to a hospital, I had to ask for a certificate, I could not get treatment in this province but had to wait for the transfer to the hospital, transfer the certificate up. Meanwhile, administrative procedures are complicated in many ways," said the National Assembly Chairman.
The National Assembly Chairman raised the issue through the discussion process, especially when the locality "sings" and says many things, will it be accepted and amended or not? The National Assembly Chairman also suggested that if the Minister of Finance made a commitment to the National Assembly Standing Committee to amend this time, will localities be able to implement it or not?
According to the National Assembly Chairman, two difficulties in implementing legal regulations on planning are the assessment of the suitability of planning types and the assessment of the investment project's suitability with the planning. These are points that need to be resolved immediately in this time.
