Most recently, the 2020 - 2025 term is a period that can be said to be more than expected when Vietnam still achieves most of the development goals in the context of a volatile global economy.
That is the period of both responding to the epidemic and consolidating macroeconomic stability, perfecting institutions and launching a series of large infrastructure projects.
That achievement is the "runway" for the 2026 - 2030 term to take off with a new position: Growth no longer relies mainly on investment capital and cheap labor, but relies on intelligence, technology and endogenous productivity.
Expressways, airports, seaports... built in recent times have been opening up new development space for the country. But to enter the top 30 economies, Vietnam must have a corresponding knowledge infrastructure to transition the stage, developing from breadth to depth.
In which, science, technology and innovation must be the new engine - the central engine of the growth model. As for high-quality education and human resources, they must be the "source of national momentum" as Party Central Committee member and Minister Nguyen Kim Son once emphasized.
The shift from widespread growth to in-depth growth also requires a completely different management mindset: From "working a lot" to "working well", from "increasing output" to "increasing value".
As high-tech industries, digital economy, green economy and global financial services become the driving force, the goal of increasing GDP by an average of 10% per year is no longer a hopeless figure, but a well-founded challenge.
It is a very noteworthy point that Vietnam has initially formed an inclusive development model, where growth is associated with social security.
Many policies to support people and businesses in difficult times, along with three national target programs that have been widely implemented in recent times, show that the Government's development orientation always puts people at the center.
For economic growth to be truly meaningful only when each citizen feels its fruits. And accelerating does not mean just "accelerating" speed for those who are capable of running up front.
The new era of development requires a new spirit, daring to think big, doing the right thing, taking responsibility for committing and aspiring to strengthen the nation. In this sense, Vietnam will enter the top 30 economies in a development ecosystem led by innovative thinking, innovation incentives and strong political determination at all levels.
When science and technology become a foundation, when people are given the opportunity to promote their intelligence and when the public administration is led by the spirit of service and creativity, the aspiration for the top 30 is no longer a distant dream, but a destination that can be reached with consistent action and enough confidence.
