Schools and teachers must immediately pay additional classes contrary to the provisions of Circular 29. Even teachers who teach extra classes out of responsibility, want to help students study better and take better exams, have to temporarily stop working. If the provisions of the law are not strict, it is impossible to manage society.
Not to mention, the Circular has come into effect, it is impossible to change or extend the time due to a few disruptions, so it is un advisable, creating a precedent for many other regulations.
Schools, teachers, parents and students must change themselves to adapt to the new regulations. Localities must also quickly have a plan to support additional teaching costs for schools as well as grant teaching business licenses to teachers and centers.
