On the afternoon of July 30, General Secretary and President To Lam chaired a meeting of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (Steering Committee) on a number of tasks carried out since its establishment and key tasks to continue to be implemented in the coming time.

Concluding the meeting on major orientations for implementing Resolution 57 in the coming period, General Secretary and President To Lam emphasized a very important point: "New and unprecedented work needs to be tested with control; do not not do it because it is difficult but also do not replicate it when the effectiveness has not been proven".

In reality, innovation has never been a smooth path. New management models, new technologies, or new policies all have in common that perfect answers cannot be given immediately.

If you only wait until everything is really solid to start, the opportunity will pass, and the country will forever be behind those who dare to step forward.

However, it is also not possible to encourage experimentation at all costs but must be "controlled". That is, before widely applying a new policy or technology, it is necessary to deploy it on a small scale, within a limited range, with clear evaluation criteria.

A new policy or technology must also create specific products, bring measurable benefits and be verified in practice to have enough basis for expansion.

This approach also helps avoid two extremes that once existed in practice. One side is the psychology of fear of being wrong and not daring to do anything new. The other side is running after trends, replicating models when the effectiveness has not been verified, leading to waste of resources.

Another issue is that for a long time, many agencies and localities still have a psychology of being afraid of new things. There are things that are not done not because the law prohibits them, but because there has never been a precedent. Implementers choose a safe solution of waiting for guidance, asking for opinions or letting superiors decide.

As a result, many development opportunities are missed, many initiatives stop on paper, in the drawer.

Therefore, the message "not to do it not because it is difficult" of General Secretary and President To Lam has the meaning of unlocking the spirit of daring to think, daring to do, and daring to take responsibility for the common good.

To become a developed country based on science, technology and innovation, Vietnam cannot just walk on existing paths.

To reach this goal, we are forced to overcome difficulties, eliminate the psychology of being afraid of difficulties to do unprecedented things. We must dare to try, but try with scientific thinking; dare to do, but do with responsibility; dare to innovate, but always take practical efficiency as the ultimate measure.

That is the way for the aspiration to develop to be realized with specific products, models and values.
