The Ministry of Health has just issued Report 1729/BC-BYT in 2025, which clearly states a series of key tasks on arranging and streamlining the health system, transferring and reorganizing many central hospitals. These are steps that demonstrate the determination to innovate the medical sector in the context of increasing demand for health care of the people and increasingly urgent reform requirements.
According to the report, the Ministry of Health has issued two important circulars, creating a legal foundation for strengthening the grassroots health network. Circular 41/2025/BYT stipulates standards and codes for professional titles of doctors, preventive medicine doctors and nurses; meanwhile, Circular 43/2025/BYT provides specific guidance on the functions, tasks and organizational structure of commune and ward health stations. These two documents are expected to contribute to standardizing grassroots health human resources, helping localities make it more convenient to arrange, reorganize teams and improve the effectiveness of primary health care.
Another notable content is the Ministry of Health's submission to the Government of proposals related to the transfer and rearrangement of affiliated hospitals. Accordingly, Central Hospital 74 is proposed to be transferred to the People's Committee of Phu Tho province; Quang Nam Central General Hospital is transferred to the People's Committee of Da Nang city. At the same time, the Ministry also submitted a Project to reorganize SOS Children's Village Vietnam to ensure compliance with the new situation and improve management efficiency.
Notably, the Ministry of Health is seeking opinions from ministries and branches to complete the Project to merge Central Hospital 71 and the Central Nursing - Rehabilitation Hospital into Hanoi Medical University. If implemented, this will be an integrated model between medical examination and treatment, training and research, aiming to form a large, synchronous and more efficient medical center.
In parallel with the projects to reorganize the organization, the Ministry of Health continues to direct its affiliated units to deploy a plan to summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee on streamlining the organizational apparatus to operate effectively and efficiently. At the same time, units are required to review functions and tasks to avoid overlap, ensure proper authority and suitability with management requirements in the coming period.
