Difficulties in maintaining human resources in the health sector
At the online workshop "Health human resource management 2025: Strategy and action" organized by Base.vn in collaboration with the Center for Medical Improvement Research (CHIR), Ms. Thai Thuy Thuc Truc, Health Human Resources Administration (CHIR), pointed out some major challenges in the Vietnamese health sector. In 2024, the health sector has made efforts to regulate important laws such as the Law on Health Insurance (HI) and the Law on Pharmacy. However, the conversion of the hospital model to financial autonomy is creating great pressure on human resources and the budget. Moreover, the strong development of the private health sector makes the competition to attract human resources fierce.
The situation of medical staff quitting their jobs, especially doctors, nurses and specialized technicians, continues in public hospitals. The main reasons are too much work pressure, inadequate income and a challenging working environment. This problem becomes more serious when the health system faces new epidemics, hospital overload and serious shortages of human resources.
It is forecasted that in the period of 2025 - 2026, the demand for medical human resources will continue to increase due to aging population and an increase in chronic diseases. Specializations such as geriatrics, emergency resuscitation, oncology, cardiology and mental health will have high recruitment demand. The shortage of human resources in these areas poses a major challenge in maintaining and developing quality human resources.
Modern digital technology, especially artificial intelligence (AI), will play an important role in changing the healthcare industry. Decision 5316/QD-BYT on digital transformation of health care by 2025 and orientation to 2030 has affirmed that technology will be a key factor in improving human resource governance at hospitals. Techniques such as electronic medical records, artificial intelligence and modern human resource management tools help optimize operating processes, improve work efficiency and reduce the burden on medical staff.
Effective health human resource management strategy
Ms. Thai Thuy Truc also shared about the effective human resource management strategy in the health sector. The health sector is facing a big challenge in retaining talent. Technology, especially digital platforms, helps reduce administrative workload, improve work efficiency and improve service quality. Hospital management software and electronic data systems not only optimize administrative processes but also save time for doctors and nurses, helping them focus on professional work.
