According to this plan, 171 health stations (including 2 sub-stations) will be arranged into 55 commune, ward, and specialized health stations and 92 stations and some affiliated organizations, 26 health stations will stop operating.
After completion, the health station will be handed over to the People's Committees of communes, wards, and special zones according to administrative boundaries for management and operation.
By October 20, 2025, localities have completed reviewing the location, site, facilities of health stations and station points, and synthesizing the needs for repair and procurement of equipment to serve the new health model.
This new model will also merge the Social Work Center, Social Protection Center and Children's Care Facility in Special circumstances into a Social Assistance Center (including 1 main facility and 2 affiliated facilities) to provide social assistance and protection services in the area. Merge the Mental Health Protection Center into the Mental Health Protection Hospital.

Merge the Department of Social Protection and the Department of Prevention and Control of Social evils (under the Department of Health) into the Department of Social Protection.
Ha Long General Hospital and Provincial General Hospital will merge and form a Provincial General Hospital with 1 main facility and 1 affiliated facility; at the same time, research and develop Bai Chay Hospital towards a general, specialized hospital.
Implement the transfer of human resources and preventive functions and tasks, the population to health stations including 402 employees (including 88 doctors) to reorganize 13 health centers into 5 regional general hospitals. Arrange 7 regional general clinics, transfer functions and tasks to hospitals.
Mr. Nguyen Minh Tuan - Deputy Director of the Quang Ninh Department of Health - said: The new model will help optimize the public health network, increase connectivity and efficiency, facilitate people's access to diverse health care services.
"In the first phase of arranging health stations, to ensure maintaining medical examination and treatment for local people, the operation of regional general clinics will continue. When health stations operate stably in terms of organizational model and have clinics, regional general clinics will stop operating. It is expected that this new model will be implemented no later than the beginning of November 2025", Mr. Tuan informed.
