Accordingly, 100% of hospitals across the city must deploy electronic medical records; data connection between hospitals, to be completed in September 2025. At the same time, improve the quality of health care, optimize the management and operation of the health system and aim to build a modern digital healthcare system.
Regarding the implementation of the connection of electronic medical record data, domestic and non -public hospitals deploying electronic medical records must ensure the content of Circular 46 guiding the implementation of electronic medical records of the Ministry of Health and completed at the latest before 30.9. Hospitals share and connect data to exploit information on electronic medical records such as: Electronic health books, electronic prescriptions, referral papers, re-examination appointments between hospitals in the city.
The Department of Health, the City Police, the Department of Science and Technology, and affiliated public and non-public hospitals regularly review and inspect information technology infrastructure, security systems and cybersecurity conditions at hospitals.
Regarding the implementation of electronic medical records, the City People's Committee requires affiliated public and non-public hospitals to survey and evaluate the current status of the unit's hardware, software, network systems and security; analyze to select options, develop detailed implementation plans at the unit to ensure compliance with the conditions, scale and model of medical examination and treatment of each unit.
Before September 30, hospitals will upgrade information technology infrastructure by reviewing, building a list, implementing upgrades, and investing in purchasing information technology infrastructure.
The City People's Committee assigned the Department of Health to preside over the development and implementation of a plan to deploy electronic medical records in the city. At the same time, develop solutions and tools to monitor hospitals in implementing data interconnection so that hospitals can exploit Health Book information on VNeID directly from the unit's software and guide hospitals on costs for investment or hiring information technology to implement digital transformation for hospitals.
