In addition to the group of women who have 2 children before the age of 35, the Ministry of Health proposes to add 2 groups of women who are financially supported at least 2 million VND/case when giving birth.
The draft dossier of the Decree detailing the implementation of a number of articles of the Population Law has been sent to the Ministry of Justice for appraisal, expected to be submitted to the Government in April.
According to the draft, the Ministry of Health proposes financial support for childbirth for 3 groups of women, with a minimum level of 2 million VND/case, including:
Ethnic minority women are very few.
Women living in provinces and cities with birth rates below replacement birth rates (2.1 children/woman).
Women have 2 children before the age of 35.
Thus, in addition to the group of women who give birth to 2 children before the age of 35 who have been supported by many localities before, this draft adds 2 new groups: ethnic minority women with very few people and women living in localities with low birth rates.
A woman eligible for support will receive a minimum of 2 million VND per birth. If giving birth to 2 or 3 children, the total support amount can be 4 million VND and 6 million VND respectively.
Notably, if one person simultaneously belongs to many groups of subjects mentioned above, they will be entitled to full corresponding support regimes.
In the case of a woman belonging to a very small ethnic minority, living in a locality with a low birth rate and having 2 children before the age of 35, she can receive a total of 6 million VND per birth.
According to calculations by the drafting agency, the total estimated budget for this support policy is about more than 1,800 billion VND per year, guaranteed by the local budget.
The draft also allows the Provincial People's Council to decide on a higher level of support depending on actual conditions. Payment can be made in cash or by bank transfer, organized by the commune-level People's Committee.
In fact, some localities have implemented policies to support women to have enough 2 children before the age of 35 with a higher level than proposed.
In Ho Chi Minh City, a locality with the lowest birth rate in the country for many years, the current support level is from 3 - 5 million VND/case. To date, nearly 9,000 people have received support.
If passed, the regulations in the draft Decree are expected to take effect from July 1.
