As Lao Dong reported, at around 10:00 a.m. on October 23, Ban Van Vy, born in 1996, from Bac Ninh, residing in Que Phong Nghe An, used a knife to attack many people at the Neonatal Department of Nghe An Obstetrics and Pediatrics Hospital. Eight medical staff ignored the danger and tried to stop it to protect the child and his family, and get the child out of the danger zone. While protecting patients and their families, three medical staff members were injured.

Immediately after the incident, the Ministry of Health sent a working group led by Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management - to visit and encourage the victims. The Minister of Health has decided to award Certificates of Merit to brave medical staff. The Director of Nghe An Department of Health presented Certificates of Merit to 8 medical staff for their act of forgetting to protect children and their families.

At the police station, Ban Van Vy confessed to the act and cause of the attack. On October 17, 2025, Vy took his wife to Nghe An Obstetrics and Pediatrics Hospital for twin cesarean section. The process of monitoring after giving birth for a child with poor health requires intensive treatment. Vy said that his child was not properly cared for, suspected of being exchanged, so he got upset, lost control, and attacked many people with a knife, injuring 7 people.
