On the afternoon of December 11, the Department of Prevention and Control - Ministry of Health held a ceremony to launch the communication and health education program on disease prevention with vaccines and biological products for the period 2025-2027" with the theme "Vaccination for everyone".
Dr. Duong Chi Nam - Deputy Director of the Department of Prevention and Control (Ministry of Health) - said: The 2025 Law on Prevention and Control has just been passed by the National Assembly on December 10, 2025, adding a number of new contents compared to current regulations on vaccination: Clearly identifying that current vaccination is not only about giving vaccines but also about putting biological products into the human body for disease prevention;
The regulation "Information system on disease prevention" includes information on "vaccine"; Supplementing regulations on "screening vaccination history" when conducting health check-ups at the beginning of the school year.
The regulation "People have the right to use and ensure fairness in accessing vaccines and biological products at each age and for each subject throughout life to protect themselves and the community" aims to institutionalize Resolution 72 of the Central Committee.
Clearly state the two forms of vaccination including " compulsory vaccination" and "voluntary vaccination". Accordingly, the Expanded Immunization Program includes regular vaccination, catch-all vaccination, proactive campaign vaccination and other vaccination organization methods decided by the Ministry of Health. This is an important legal regulation for units and localities to organize and implement appropriate campaigns to prevent diseases more promptly and effectively in the coming time.
Require the responsibility of vaccination facilities in implementing the information and reporting regime on vaccination activities according to the regulations of the Ministry of Health.

In addition, to continue raising public awareness of the benefits of vaccination; at the same time, mobilizing investment resources from the government, organizations, international organizations and most importantly, implementing the expanded immunization plan for the third phase of 2026 - 2028 of the Ministry of Health.
This launching ceremony is in response to the 2025 Law on Disease Prevention that has just been passed, marking a step forward for the health sector in bringing preventive health policies into people's lives, thereby realizing the strategic orientation of Resolution No. 72 of the Politburo. That is: shifting the focus from treatment to disease prevention, in which proactive vaccination and access to sustainable vaccines are strategic priority pillars.
"This is an important step forward in preventive medicine work in the context of emerging and re-emerging infectious diseases at risk of spreading rapidly in the community due to environmental change and global exchange.
Especially due to the impact of the COVID-19 epidemic, the adequate vaccination rate for children in the world in general and in Vietnam in particular has not achieved the expected target, Vietnam has been making efforts to restore the vaccination rate, catch-up vaccination for children" - Dr. Nam said.
Vaccination is one of the great achievements of humanity. In the past 50 years alone, the vaccine has saved more than 150 million lives, equivalent to more than 3 million people per year in the world. Vaccination has contributed 40% to improving the survival rate of infants and more and more people of all ages are protected from diseases with vaccines.
