The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that at 2:00 AM on January 3, the center of low pressure 02a was located at about 9.8 degrees north latitude, 138.0 degrees east longitude, 1,370km northeast of Mindanao, outside the Philippine Area of Responsibility (PAR). The low pressure is highly likely to develop into a tropical storm in the next 24 hours.
This low pressure area is also forecast to enter PAR today," said Typhoon forecaster Chenel Dominguez of PAGASA.
If it strengthens into a storm, it will be named Typhoon Basyang, Ms. Dominguez added. This will be the first storm of February and the 2nd storm of the Philippines in 2026.
This potential storm could affect Visayas and Mindanao.
Meanwhile, most areas across the country will continue to have rain due to wind cuts. Scattered rain and localized thunderstorms will occur throughout Visayas, Caraga, Davao and Misamis Oriental regions.
Moderate to heavy rain in those areas can cause flash floods or landslides.
The northeast monsoon will cause light rain in the Batanes and Babuyan Islands, and scattered light rain in the rest of Luzon.
The rest of Mindanao will still have scattered showers due to localized thunderstorms.
Strong winds and moderately rough seas will occur in the Northern Luzon region and eastern areas of Central and Southern Luzon, Visayas and Mindanao.
In other places, the wind will be light to moderate with light to moderate rough seas, according to PAGASA.
Meanwhile, according to the weather forecast of the National Center for Hydro-Meteorological Forecasting of Vietnam, on February 3, day and night, the northern East Sea area (including Hoang Sa special zone) has strong northeast winds of level 6, especially the northeast at times level 7, gusts of level 8-9; strong sea waves. Sea waves are 3.0 to 5.0m high.
The sea area from Khanh Hoa to Ca Mau and the sea area west of the southern East Sea (including the sea area west of Truong Sa special zone) have strong northeast winds of level 6, at times level 7 during the day, gusts of level 8-9; strong rough seas. Sea waves are 2.0 to 4.0m high.
The area between the East Sea and the sea area from Gia Lai to Dak Lak has strong northeast winds of level 5, sometimes level 6, gusts of level 7–8; rough seas. Sea waves are 2.0 to 4.0m high.
On February 4th, day and night, the northeastern sea area of the Northern East Sea has strong northeast winds at level 6, gusts at level 7-8; strong rough seas, waves from 3.0 to 5.0m high.
The sea area from Khanh Hoa to Ca Mau has strong northeast winds of level 5, sometimes level 6, gusts of level 7-8; rough seas, sea waves from 2.0 to 4.0m high. At night, the wind in the sea areas gradually decreases.
