The latest storm information on September 21 from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said: "At 8:00 a.m. this morning, September 21, 2025, Typhoon Nando (international name: Ragasa) strengthened into a super typhoon while operating inside the Philippine Forecast Area (PAR)".
Super Typhoon Ragasa is 535km east of Tuguegarao City, Cagayan, Philippines. The storm is strengthening, carrying winds of 185 km/h and gusts of up to 230 km/h.
The latest super typhoon of the 2025 typhoon season is moving west at a speed of 15 km/h.
Philippine typhoon forecasters note that super typhoon Ragasa will begin turning west-northwest on September 21, moving towards Northern Luzon.
The center of the storm is forecast to approach or make landfall on Batanes or Babuyan Island between the afternoon and evening of September 22.
Super typhoon Ragasa may enter the South China Sea, leaving the Philippines' forecast area early on September 23. Ragasa is forecast to continue to strengthen before approaching Northern Luzon.
According to the latest update from the Hong Kong Observatory (China) on Ragasa, the storm is expected to cause strong gusts of wind of up to 210km/h when affecting Hong Kong (China) on September 24, surpassing the maximum speed recorded when super typhoon Hato made landfall in Hong Kong (China) in 2017.
Super Typhoon Mangkhut, one of the deadliest typhoons ever to hit Hong Kong (China), had gusts of over 250 km/h when it made landfall in 2018.
The weather forecast agency said that Ragasa will move towards the Luzon Strait and continue to strengthen for the next 2 days before getting closer to the coast of Guangdong, China on September 23.
"Under the influence of a wide circulation, the weather in the area will deteriorate with significantly increased winds by the middle of the week," the typhoon bulletin stated.
Several airlines, including Cathay Pacific Airways, Hong Kong Airlines and Greater Bay Airlines, have offered free booking for flights from September 23 to September 25.
