On the afternoon of July 3 in Hanoi, the State Committee for Overseas Vietnamese (Ministry of Foreign Affairs) held a press conference to inform about the new policies of the Party and State related to overseas Vietnamese and the Vietnam Summer Camp 2025 program.
Chairman of the State Committee for Overseas Vietnamese (Committee) Nguyen Trung Kien chaired the meeting.
Vietnam Summer Camp 2025
Vietnam Summer Camp is an annual program chaired by the Committee for Vietnamese youth and students abroad. The program aims to help the young generation of overseas Vietnamese learn about the country, interact with domestic youth, connect the community and nurture love for the homeland.
2025 marks many important events: 95 years of the Party's founding, 135 years of President Ho Chi Minh's birthday, 50 years of the Liberation of the South and towards the 80th anniversary of the National Day. According to Mr. Nguyen Trung Kien, with that spirit, the theme of the Summer Camp 2025 is "Together continue to write a story of peace".
Taking place from July 13 to 26, 2025, this year's Summer Camp will be held in all three regions, with 110 delegates from 31 countries and territories. Activities include visiting Cu Chi Site, Quang Tri Memorial, doing charity work in the Central Highlands, learning about gong culture and especially exchanging with the Vietnam Peacekeeping Department, for the first time in the program.
This is also the first time the Summer Camp has opened in Buon Ma Thuot, giving delegates the opportunity to explore the Central Highlands - a land rich in cultural identity and rapidly transforming in economy.

New policies related to overseas Vietnamese
According to Mr. Nguyen Trung Kien, on June 24, 2025, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Vietnamese nationality. This Law aims to fully and promptly institutionalize the policies and guidelines of the Party and State for overseas Vietnamese, creating more favorable conditions for the overseas Vietnamese community to return to the country to invest, produce, and do business, while attracting high-quality human resources to the country.
The revised law has " relaxed" regulations on the admission and return of Vietnamese nationality, while allowing the retention of foreign nationality. This is considered a major, breakthrough change in policy, contributing to removing barriers and opening up opportunities for overseas Vietnamese to connect more deeply with their homeland.
Also in this session, on June 27, the National Assembly passed the Law on Science, Technology and Innovation, consisting of 73 articles. The law was developed to institutionalize the Party's policies on identifying science, technology, innovation and digital transformation as the main driving force for development. This is expected to be an important boost to promote modern productive forces and create a breakthrough in development.
Mr. Nguyen Trung Kien said that the State Committee for Overseas Vietnamese will continue to coordinate with ministries and branches to disseminate and specify the contents of the law to soon put into practice. At the same time, review related laws to create synchronization and unity in policies, thereby building a favorable mechanism to attract overseas experts and intellectuals in the fields of science, technology and innovation.
