Pursuant to Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and rewards; detailing and guiding the implementation of a number of articles of the Law on Emulation and Rewards, the Ministry of Home Affairs conducts public consultation for 2 groups and 5 individuals.
Previously, on December 9, 2025, the Ministry of National Defense issued Document No. 8046/TTr-BQP and the Ministry of Education and Training issued Document No. 2261/TTr-BGD to the Prime Minister for consideration and submission to the President to award and posthumously posthumously award the title of "Hero of the People's Armed Forces" during the resistance war against the US, saving the country to 1 collective and 5 individuals; awarding the title of "Hero of Labor" to 1 collective.
Awarding the title of "Hero of the People's Armed Forces" during the resistance war against the US to save the country:
1. College of Information Technology, Information and Communications Corps, Ministry of National Defense.
2. Comrade Phan Thi Ut (ut Nghet), former Captain of the Arrest Team of An Tinh Commune, Trang Bang District, Tay Ninh Province (now An Tinh Ward, Tay Ninh Province).
3. Senior Lieutenant Le Thanh Tam, former Political Commissar of Battalion 8, Regiment 3, Division 9, Army Corps 4 (now Army Corps 34), Ministry of National Defense.
4. Senior Lieutenant Dinh Xuan La, former Battalion Commander of Battalion 9, Regiment 66, Division 10, Army Corps 3 (now Army Corps 34), Ministry of National Defense.
Awarding the title of "Hero of the People's Armed Forces" during the resistance war against the US to save the country:
1. Lieutenant Colonel Vo Minh Nhu (Vo Thi, Son Thuy), former Commander of Division 5, Southern Command (B2).
2. Major La Ngoc Chau, former Political Commissar of the 66th Regiment, Division 10, Army Corps 3 (now Army Corps 34), Ministry of National Defense.
Awarded the title of "Hero of Labor": Hanoi University of Construction, Ministry of Education and Training.
Pursuant to the Law on Emulation and Commendation and Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government, the Central Emulation and Commendation Committee and the Ministry of Home Affairs shall conduct a public consultation according to regulations on the case of submitting for consideration and awarding the title of "Hero of the People's Armed Forces" and the title of "Hero of Labor" mentioned above.
The Ministry of Home Affairs said that the comments should be sent to the Central Emulation and Reward Committee, address number 103 Quan Thanh, Ba Dinh, Hanoi for synthesis and reporting to the Central Emulation and Reward Council.
