Politburo Member, National Assembly Chairman Tran Thanh Man signed and promulgated Resolution No. 44/2026/QH16 on separating the Ninh Thuan Nuclear Power Project into independent projects.
The Resolution has separated the Ninh Thuan Nuclear Power Project into 3 independent projects, including:
First, Ninh Thuan 1 nuclear power project (including: Ninh Thuan 1 Nuclear Power Plant Project and other component projects).
Second, Ninh Thuan 2 nuclear power project (including: Ninh Thuan 2 Nuclear Power Plant Project and other component projects).
Third, the project of compensation, support, and resettlement to implement the Ninh Thuan 1 Nuclear Power Plant Project and the Ninh Thuan 2 Nuclear Power Plant Project.
According to the Resolution, after being independently separated, the managing agency and investors of the projects are allowed to use the data and results of related work performed previously to continue implementation in accordance with the provisions of law.
The preparation, appraisal, approval of investment policies, investment decisions, and organization of implementation of Ninh Thuan 1 Nuclear Power Project and Ninh Thuan 2 Nuclear Power Project are carried out in accordance with the provisions of current law, corresponding to the investment form and appropriate capital sources of each project.
Special mechanisms and policies previously issued continue to be applied to 3 independent projects separated from the Ninh Thuan Nuclear Power Project.
In necessary cases, the Government shall report to the National Assembly to amend and supplement special mechanisms and policies in the process of preparing, appraising, approving investment policies, investment decisions, and organizing the implementation of each project after reporting and obtaining the consent of competent authorities.
Assign the Government to direct the organization of independent projects after separation to ensure progress and resources for project implementation; guide the handling of issues related to project separation (if any).
Build a management, coordination, and coordination mechanism to ensure unity; effectively use shared technical infrastructure; clearly define responsibilities for ensuring nuclear safety, nuclear security, environmental protection, national defense, and security.
