By 2050, Bac Ninh will be among the top localities in the country in terms of economic scale; one of the leading centers of high-tech industry, research and development, and smart manufacturing in Asia and the world.
At the conference, Prime Minister Pham Minh Chinh and leaders of ministries and branches witnessed the ceremony of handing over investment policy decisions, investment registration certificates, memorandums of understanding and agreements in principle for large-scale investment projects in Bac Ninh province.
At the same time, the button was pressed to start the Project to invest in the construction of the Golden Canal Bridge connecting the two provinces of Bac Ninh - Hai Duong and the Social Housing Project in Que Vo town.
Bac Ninh needs to focus on implementing "3 breakthroughs"
Speaking at the conference, the Prime Minister said that in the first 9 months of 2024, Bac Ninh province ranked first in the country in terms of foreign investment attraction, reaching 4.3 billion USD. Immediately after the conference, a new project investment certificate for Samsung Display worth 1.8 billion USD will be granted, bringing the total investment capital to October to 6.1 billion USD. The scale of investment attraction to date has reached over 35 billion USD.
The Prime Minister requested Bac Ninh to continue promoting infrastructure investment development and prepare projects well to welcome large and potential investors.
Speaking about planning, Prime Minister Pham Minh Chinh emphasized that planning plays an important role, creating great opportunities, long-term impacts, and is an important driving force in development.
Planning must be one step ahead, realistic, feasible, and able to promote the unique potential, outstanding opportunities, and competitive advantages of each region, area, and locality.
Regarding the planning of Bac Ninh province, the Prime Minister suggested that the province should focus on implementing "One focus, two enhancements, three breakthroughs".
"One focus" is: Mobilizing and effectively using all legitimate resources of society for development, including public-private partnership.
The "two enhancements" are: Increasing investment and developing human factors; Strengthening regional, area, domestic and international connectivity through connecting transportation systems, production and supply systems in chains, and connecting markets.
"Three breakthroughs" include: Breakthrough in developing a synchronous and comprehensive strategic infrastructure system, especially in transportation, digital infrastructure, healthcare, education, social, and cultural infrastructure; Breakthrough in developing high-tech industry to serve the production and supply chain for the region and the world; Breakthrough in applying science and technology, innovation in all aspects of production, investment, and business; supporting job creation, stable and developing livelihoods for people.
The Prime Minister requested the business community, investors, and all ministries, branches and leaders at all levels of Bac Ninh province: If you say something, you must do it; if you commit, you must carry it out; if you carry it out, you must have real results, be able to weigh, measure, count and quantify them, creating new momentum and motivation for development, opening up new opportunities and new values for the locality and beneficiaries.
At the end of his speech, Prime Minister Pham Minh Chinh presented the Party Committee, government and people of Bac Ninh province with 32 words: "Exploiting potential, asserting oneself, steadfast in goals, creating and prospering" and "Bac Ninh culture converges the quintessence, solidarity and resilience, prosperity and happiness".
